6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a

(a) Consider approving the minutes of the special and regular City Council meetings of September 7, 2010.
(b) Consider authorizing the Mayor to execute and the City Secretary to attest an interlocal agreement between Fort Bend County and the City of Missouri City for fire protection, fire fighting and emergency medical services.
(c) Consider authorizing purchase of maintenance agreement for Questys records management software.
(d) Consider authorizing the City Manager to negotiate and the Mayor to execute interlocal agreements for the billing of city residential solid waste collection services.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Peter Yau on behalf of Fort Bend Community Church to amend Specific Use Permit No. 126 (Ordinance O-99-24) to add additional acreage to the boundaries of the subject site; to revise ingress/egress regulations; to provide limitations, restrictions, and conditions on such specific use; providing a penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located north of the intersection of Knights Court and State Highway 6, east of Colony Creek Community Church, at 7707 State Highway 6.
(b) Public Hearings and related actions - There are no Public Hearings and related actions on this agenda.
8. APPOINTMENTS
(a) Consider appointing members to the TIRZ 1 Board and TIRZ 2 Board.
9. AUTHORIZATIONS
(a) Consider authorizing the Mayor to execute and the City Secretary to attest the
Compromise and Settlement Agreement; the Amended Development Agreement,
related to Public Improvement District 2; and the Partial Termination of the
Development Agreement, related to Reinvestment Zone Number Two, City of Missouri
City, with Vicksburg Estates, Limited, and to accept a Bill of Sale for improvements in
Lake Shore Harbour, Sections 1, 2 and 3.
(b) Consider reaffirming an order of the City Council of the City of Missouri City, Texas, finding
and declaring the house building located at 2219 Long Barrel Lane in the City of Missouri
City, Texas, to be a public nuisance, ordering the owner to repair or demolish the house
and ordering the City to demolish the house if the owner fails to take action and consider
directing staff to take actions related thereto.
(c) Consider authorizing City Council to name the park currently referred to as the Executive 9.
(d) Consider authorizing purchase of patrol vehicles.
(e) Consider awarding of bid for IFB #019-11 Build Out of Municipal Court building project.
(f) Record receipt of 2010 Tax Values, Collection Rate and 10/20 Year Tax Write-Off.
(g) Consider authorizing the City Manager to execute an agreement for Community
Development Block Grant Program management services.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, providing for the assessment,
levy, and collection of ad valorem taxes for the City of Missouri City, Texas, for the tax
year 2010 and for each year thereafter until otherwise provided; providing the date on
which such taxes shall be due and timely paid; authorizing an additional penalty for the
collection of delinquent ad valorem taxes in lieu of recovering attorney fees; and repealing
all ordinances and parts of ordinances in conflict herewith; and to consider the ordinance
on the first and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 14, Buildings
and Building Regulations, of the Missouri City Code; amending the rules and regulations
related to substandard structures; providing a penalty; repealing all other ordinances or
parts of ordinances in conflict herewith; and providing for severability; and to consider the
ordinance on the first of two readings.
(c) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 78, Solid
Waste, of the Missouri City code; amending the rules and regulations related to residential
solid waste and recyclable materials collection; providing for repeal; and providing for
severability; and to consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, approving and
adopting a schedule of rates and fees for City Residential Solid Waste Service,
recyclable materials collection, and other associated fees in the City of Missouri City;
repealing resolution R-08-01, adopted on January 7, 2008, and providing an effective date.

13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code. Notice is hereby given that the City Council may go into Executive Session in accordance with the following provisions of the Government Code: Texas Government Code, Section 551.074 - Deliberation concerning the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee: director of public works. Texas Government Code, Section 551.087 - Deliberation regarding Economic Development negotiations 1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or 2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision: manufacturing company.
