(a) The City of Missouri City will be recognized and receive the "Patriot Award" from the National Committee for Employer Support of the Guard and Reserve.
(b) Police Chief Fitzgerald will be recognized for receiving the President's Award from the NAACP's Missouri City and Vicinity Branch.
(c) Proclaim week of October 3-9, 2010, as "Fire Prevention Week" in Missouri City.
(d) Proclaim the month of October as "Czech Heritage Month" in Missouri City, Texas.
(e) Proclaim the month of October as "National Community Planning Month" in Missouri City, Texas.

(a) Introduction of the City's new Director of Parks and Recreation, Larry Foos.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of September 20, 2010 and the special City Council meeting of September 27, 2010.
(b) Consider approving Community Event Participation Application for HSSL High School Girls Softball Tournament, March 3-5, 2011.

(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against proposed amendments to Section 4, Definitions, Section 9, Supplementary District Regulations, and Section 15, Specific Use Permits, of Appendix A of the Missouri City Code entitled "The City of Missouri City Zoning Ordinance"; amending rules and regulations relating to the location of child care facilities; repealing all other ordinances or parts of ordinances in conflict herewith; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings.
(b) Public Hearings and related actions - There are no Public Hearings and related actions on this agenda.
8. APPOINTMENTS
(a) Consider appointing a member to the Parks Board.
(b) Consider appointing a member to the TIRZ 1 Board.
9. AUTHORIZATIONS
(a) Consider authorizing the purchase of furniture through the US Communities cooperative purchasing program.
(b) Consider authorizing the City Manager to negotiate and execute an agreement for the design of the Thompson Ferry Realignment project.

(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 14, Buildings and Building Regulations, of the Missouri City Code; amending the rules and regulations related to substandard structures; providing a penalty; repealing all other ordinances or parts of ordinances in conflict herewith; and providing for severability; and to consider the ordinance on the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 78, Solid Waste, of the Missouri City code; amending the rules and regulations related to residential solid waste and recyclable materials collection; providing for repeal; and providing for severability; and to consider the ordinance on the second and final reading.
(c) Consider an ordinance of the City of Missouri City, Texas, authorizing the issuance and sale of City of Missouri City, Texas, General Obligation Bonds, Series 2010A, in the aggregate principal amount not to exceed $9,500,000; levying a tax in payment thereof; authorizing the execution and delivery of a bond purchase contract and a paying agent/registrar agreement; approving the official statement; approving the engagement of certain professionals in connection with the issuance of the bonds; finding and determining that the meeting at which this ordinance is passed is open to the public as required by law; and enacting other provisions related thereto; and to consider the ordinance on the first and final reading.
(d) Consider an ordinance of the City of Missouri City, Texas, authorizing the issuance and sale of City of Missouri City, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2010A and Combination Tax and Revenue Certificates of Obligation, Series 2010B, in the aggregate principal amount of $6,245,000 and $1,530,000, respectively; levying a tax in payment thereof; awarding the sale thereof; authorizing the execution and delivery of a bond purchase contract, authorizing the execution and delivery of a paying agent/registrar agreement, approving the official statement; confirming the engagement of professionals; finding and determining that the meeting at which this ordinance is passed is open to the public as required by law; and enacting other provisions relating thereto; and to consider the ordinance on the first and final reading.
