6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of October 4, 2010.
(b) Consider authorizing the City Manager to negotiate and execute a professional services agreement for utilities planning.
(c) Consider ratifying the purchase of mobile data terminals for the Police Department.
(d) Consider ratifying the purchase of video cameras for the Police Department.

(1) Public hearing to receive comments for or against the creation of Reinvestment Zone No. 7, for tax abatement purposes, located west of South Gessner Road and north of Pike Road in the City of Missouri City, Texas; making related findings; and providing for severability; and to consider the ordinance on the first of two readings.
(2) Public hearing to receive comments for or against the City of Missouri City, Texas, finding that the existing and proposed electric distribution rates of Centerpoint Energy Houston Electric LLC ("Centerpoint" or "Company") are unreasonable; finding that the adjustments to the CenterPoint electric distribution rates proposed by the Gulf Coast Coalition of Cities' consultants in Public Utility Commission of Texas Docket No. 38339 are reasonable; ordering Centerpoint to reduce its existing rates within the City; ordering Centerpoint to submit tariffs consistent with the recommendation of the Gulf Coast Coalition of Cities' consultants in Public Utility Commission of Texas Docket No. 38339; authorizing the Gulf Coast Coalition of Cities to act on behalf of City and intervene in any proceedings before administrative or judicial bodies; ordering Centerpoint to reimburse the City for its reasonable costs incurred in this rate case and any related ratemaking proceedings or appeals of said proceedings; requiring delivery of this ordinance to the Company and legal counsel; and to consider the ordinance on the first of two readings.
(3) Public hearing to receive comments for or against the disannexation of an approximately 0.656-acre tract of land, located east of Sienna Ranch Road, west of Oyster Creek Farms subdivision and south of the Sienna Plantation levee, from the municipal boundaries of the City of Missouri City, Texas.

(a) Consider an ordinance of the City of Missouri City, Texas, establishing a speed limit during construction along certain portions of South Gessner Road within the territorial limits of the City of Missouri City, Texas; providing an effective time period for such speed limit; providing a penalty; providing for severability; and declaring an emergency; and to consider the ordinance on the first and final reading.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, describing the purpose of the upcoming bond election of Fort Bend County Water Control and Improvement District Number 2 as it applies to City of Missouri City residents and encouraging its residents to vote in such election.
