6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. (a) Consider approving the minutes of the special and regular City Council meetings of November 1, 2010; and, the Special City Council and Parks Board Joint meeting of November 4, 2010.
(b) Consider awarding a contract for publication of legal notices.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by David Petrakovitz of the T-Mobile West Corporation for a Specific Use Permit to locate a 104 foot high monopole tower on a 1,600 sq. ft. tract of land located in a LC-3, Retail District; providing for penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located south of Independence Blvd, east of Texas Parkway on the property on which Fort Bend ISD Progressive High School is located, behind the Fort Bend ISD Design and Construction Facility at 2323 Texas Parkway.
(b) Public Hearings and related actions
(1) Public hearing to receive comments for or against the disannexation a 0.656-acre tract of land, located east of Sienna Ranch Road, west of Oyster Creek Farms subdivision and south of the Sienna Plantation Levee, from the municipal boundaries of the City of Missouri City, Texas; and consider an ordinance on the second and final reading.
(2) Public hearing to receive comments for and against the annexation of those portions of Newpoint Estates subdivision, Sections 1, 2 and 3, that are west of the extension of Teal Run Road, and not within the city limits of the City of Missouri City or the city limits of the City of Arcola.

(a) Consider authorizing the Mayor to execute two sub-recipient award documents for the 2010 Urban Area Security Initiative (UASI) Grant.
(b) Consider authorizing City staff to negotiate and the Mayor to execute and the City Secretary to attest an Interlocal Agreement for the Construction of State Highway 6 Improvements between the City of Missouri City and City of Sugar Land.
(c) Consider authorizing the City Manager to negotiate and execute an agreement for Phase II design of the tennis and recreation center.
(d) Consider a property status report on the property located at 2219 Long Barrel Lane in the City of Missouri City, Texas; consider authorizing City Staff to take appropriate actions to accomplish Missouri City Code compliance.
(e) Consider a property status report on the property located at 603 Whippoorwill Drive in the City of Missouri City, Texas; consider authorizing City Staff to take appropriate actions to accomplish Missouri City Code compliance.
(f) Consider a property status report on the property located at 1530 Autumn Dawn Court in the City of Missouri City, Texas; consider authorizing City Staff to take appropriate actions to accomplish Missouri City Code compliance.
10. ORDINANCES
(a) Consider an ordinance changing the boundaries of Reinvestment Zone Number Three, City of Missouri City by the exclusion of a 0.656-acre tract of land east of Sienna Ranch Road, west of Oyster Creek Farms subdivision and south of the Sienna Plantation levee; repealing all other ordinances or parts of ordinances in conflict herewith; and providing for severability; and to consider the ordinance on the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 78, Solid Waste, of the Missouri City code; amending the rules and regulations related to the unlawful disposal of waste and amending the rules and regulations related to city residential solid waste service levels; providing a penalty; providing for repeal; and providing for severability; and to consider the ordinance on the first of two readings.
(c) Consider an ordinance repealing Ordinance No. O-10-34 and changing the boundaries of Reinvestment Zone Number Two, City of Missouri City by the exclusion of a 110.9301- acre tract of land north of and adjacent to Lake Olympia Parkway and west of the Fort Bend Parkway; repealing all other ordinances or parts of ordinances in conflict herewith; and providing for severability; and to consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing an advanced funding agreement with the Texas Department of Transportation for access management improvements on FM 2234 (Texas Parkway).
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, repealing Resolution No. R-10-17 and granting consent to Fort Bend County Municipal Utility District No. 48 to annex certain land situated within the corporate limits of the City of Missouri City, Texas.
