2. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance will be led by Thurgood Marshall AFJROTC.

(a) Recognize Girl Scout Troop 827 for showing their community pride by fulfilling a community service project at Buffalo Run Park in December.
(b) Recognize Fort Bend County Habitat for Humanity for recruiting 36 volunteers to help plant 70 trees at Sta-Mo Park on January 17, 2011.
(c) Parks and Recreation Director Larry Foos will present an update regarding several Parks and Recreation Projects in Missouri City as Outstanding Parks and Natural Areas by the Houston-Galveston Area Council of Governments.
(d) Recognition of Associate Municipal Court Judge Kelly Crow for past service to the City.
(e) Recognition of City Secretary Patrice Fogarty for past service to the City.
4. PUBLIC COMMENTS - An opportunity for the public to address Council on agenda items or concerns not on the agenda.
5. STAFF REPORTS - There are no Staff Reports on this agenda.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of January 18, 2011 and special City Council meeting of January 21, 2011.
(b) Consider authorizing the purchase of technology and telecommunications equipment and supplies through the US Communities cooperative purchasing program contract with Tech Depot.
(c) Consider authorizing purchase of recycling event services.
(d) Consider authorizing the Mayor to sign and the City Secretary to attest a Joint Election Agreement and Contract for Election Services with Fort Bend County for the May 14, 2011, general election.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Bill Odle of TBG Partners on behalf of the Brazos River Park, L.L.C. to amend Specific Use Permit #143 (Ordinance O-00-02) to extend the expiration date; to increase the acreage contained within the Specific Use Permit; and to specify the future truck access route; providing for penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located to the north and east of the Brazos River, west of the Water Brook West Residential Subdivision.
(2) Public hearing to receive comments for or against a request by Ismail Urfi of N & N Associates on behalf of A-S 91 Fort Bend Parkway - Hwy 6, L.P., Kroger, Texas, L.P., Dr. Assad Sergie, SMBC Leasing and Finance Inc., and HW 6 #2 J.V. to amend Planned Development District #62 (Ordinance O-09-26) to allow for deviations to the City's Zoning Ordinance for the development of a Popeye's Restaurant; providing for penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located southeast of the intersection of State Highway 6 and Vicksburg Boulevard, southwest of the intersection of State Highway 6 and the Fort Bend Toll Road and east of the Oakwick Forest Estates Residential Subdivision.

8. APPOINTMENTS
(a) Consider authorizing the appointment of a replacement director for Director - Position 3 to the Board of Directors of the Sienna Plantation Management District.

(a) Consider an ordinance of the City of Missouri City, Texas, adopting a Traffic Management Plan, including a Thoroughfare Plan contained therein; providing for repeal; providing for severability; and to consider the ordinance on the second and final reading.
(b) Consider an ordinance of the City Council of the City of Missouri City, Texas, ordering the 2011 General election; and to consider the ordinance on the first and final reading. Considere una ordenanza del Consejo Municipal de la Ciudad de Missouri City, Texas, ordenando la elección General de 2011, y considerar la ordenanza sobre la primera y última lectura.
