6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of February 7, 2011.
(b) Consider authorizing the Mayor to execute and the City Secretary to attest an agreement between Fort Bend County and the City of Missouri City relating to emergency medical services housing at Missouri City Fire Station No. 3.
(c) Consider authorizing the Mayor to execute and the City Secretary to attest an agreement between Fort Bend County and the City of Missouri City relating to emergency medical services housing at Missouri City Fire Station No. 4.
(d) Consider appointing the Secretary of Quail Valley Fund, Inc. (the Fund) as the Proxy for the Meeting of Members of the Fund to be held on Tuesday, February 22, 2011, to vote for or against the new By-Laws and amended Articles of Incorporation of the Fund on behalf of the City of Missouri City.

9. AUTHORIZATIONS
(a) Consider authorizing the Mayor to execute and the City Secretary to attest agreements between Fort Bend County and the City of Missouri City relating to the assignment of fingerprinting equipment.
(b) Consider authorizing the City Manager to accept the Texas Parks and Wildlife Commission Grant in the amount of $950,000 to acquire and redevelop the Tennis and Recreation Center.
(c) Consider authorizing the City Manager to execute an agreement with Berg Oliver Associates, Inc. for environmental services on the extension of Hurricane Lane.
10. ORDINANCE
(a) Consider an ordinance of the City of Missouri City, Texas, providing one day of emergency leave on a one-time basis for all regular, full-time city employees Who were employed and who worked on February 4, 2011, as part of winter weather operations; providing for severability; declaring an emergency; and to consider the ordinance on the first and final reading.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, approving the submission of a grant application for the purchase of panoramic camera equipment to the Criminal Justice Division of the Office of the Governor and containing other provisions related thereto.

13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code. Notice is hereby given that the City Council may go into Executive Session in accordance with the following provision of the Government Code: Texas Government Code, Section 551.074 - Deliberations about the appointment, employment, evaluation, and reassignment of public officers or employees: Director of Development Services.
