(2) Public hearing to receive comments for or against proposed amendments to Section 4, Definitions, and Section 7, Use Districts, of Appendix A of the City of Missouri City Zoning Ordinance; providing rules and regulations relating to water and wastewater treatment and disposal systems; prohibiting the use of private, onsite water and wastewater treatment and disposal systems (private utilities) in the City of Missouri City except in certain areas of R rural single-family residential and R-1 single-family residential districts; repealing all other ordinances or parts of ordinances in conflict herewith; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings.

(a) Consider authorizing the Interlocal Agreement for Regional Road Improvements by and among the Fort Bend County Toll Road Authority, the Sienna Plantation Management District and the City of Missouri City.
(b) Consider authorizing the City Manager to execute a change order for the engineering services of the surface water treatment plant.
(c) Consider authorizing the waiver of penalty and interest on tax account number 4050-03-006-0140-907.
(d) Consider authorizing the waiver of penalty and interest on tax account number 4000-02-009-0110-907.
(e) Consider authorizing the naming of a public street in Buffalo Run Park.

(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 18, Businesses, of the Missouri City Code; adopting rules and regulations prohibiting a person who does not hold a required state license from establishing or operating an assisted living facility in the city; adopting rules and regulations providing for the emergency closure of certain assisted living facilities; providing for repeal; providing a penalty; providing for severability; and to consider the ordinance on the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 86, Utilities, of the Missouri City Code; amending rules and regulations relating to the installation of septic tanks; repealing all other ordinances or parts of ordinances in conflict herewith; providing for severability; and to consider the ordinance on the first of two readings.
