(a) Jonita Reynolds, spokesperson for the Missouri City Juneteenth Celebration Foundation, will present information on the week of activities that honors the diversity of our community and "Celebrates Family Values."
(b) Administer oath of office to Bobby Marshall, City Council District A; Don Smith, City Council District B; Robin Elackatt, City Council District C; and, Floyd Emery, City Council District D.
(c) Recognize Mayor Pro Tem Jon Brett Kolaja for his twelve years of service to the City of Missouri City.

5. STAFF REPORTS
(a) City Manager will present an overview of the Annual Budget.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of May 16, 2011 and the special City Council meeting of May 23, 2011.
(b) Consider accepting a report concerning impact fees and the capital improvements plan from the Capital Improvements Advisory Committee.
(c) Consider awarding a contract for firefighter bunker gear.
(d) Consider authorizing the negotiation and execution of an agreement for the design of a new animal shelter.

(b) Consider authorizing the amendment of Pipeline Right-of-Way Easement with Kinder Morgan Texas Pipeline, LLC, to allow for sidewalks along Texas Parkway.
(c) Consider authorizing the acceptance of a water transmission pipeline easement from Sienna/Johnson Development, L.P., for water transmission pipelines serving the Surface Water Treatment Plant.
(d) Consider authoring the execution of an interlocal agreement among Fort Bend County, Sienna Plantation Management District and the City of Missouri City, Texas for maintenance of traffic signals on Sienna Parkway.
(e) Consider awarding a contract for construction of the Township Lane traffic signal.
(f) Consider authorizing the execution of an agreement for the Design of Mustang Bayou Regional Water Plant Improvements - Phase I.
(g) Consider authorizing the execution of an agreement for engineering design services for the El Dorado Bridge Replacement Project.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Llarance Turner of Kelly R. Kaluza & Associates, Inc. on behalf of Vicksburg Point, a Texas general partnership, to change the zoning classification of the subject property from LC-2, local retail to LC-3, retail, providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located west of the intersection of Highway 6 and Trammel-Fresno Rd.
(2) Public hearing to receive comments for or against a request by St. Catherine of Sienna Episcopal Church to amend Ordinance O-99-67 relating to a Specific Use Permit (SUP) - Church and School, Public and Private, to remove an approximate 8.083 acre tract of land from the boundaries of the SUP, providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located to the south and east of the Waterbrook West residential subdivision and west of the Waterbrook residential subdivision.
(3) Public hearing to receive comments for or against a request by Kristin LeBlanc, P.E., of Halff Associates, Inc. on behalf of Missouri City 6 L.P. to rezone an approximate 0.668-acre tract of land from LC-3 Retail District to PD Planned Development District to allow for deviations from the City of Missouri City Zoning Ordinance for the development of a restaurant, providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located on the southwest corner of State Highway 6 and Glenn Lakes Lane, east of the Midtown Market shopping center and south of the Kroger shopping center.
