6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. (a) Consider approving the minutes of the special and regular City Council meetings of June 6, 2011.
(b) Consider authorizing the negotiation and execution of a renewal agreement for maintenance services for Sungard software.
(c) Consider authorizing the execution of a personal services agreement with Kyra Martinez of Civitas Consulting for planning services.
(d) Consider authorizing an agreement between the City of Missouri City and Fort Bend County for first responder services.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Llarance Turner of Kelly R. Kaluza & Associates, Inc. on behalf of Vicksburg Point, a Texas general partnership, to change the zoning classification of the subject property from LC-2, local retail to LC-3, retail, providing a penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located west of the intersection of Highway 6 and Trammel-Fresno Rd.
(2) Public hearing to receive comments for or against a request by St. Catherine of Sienna Episcopal Church to amend Ordinance O-99-67 relating to a Specific Use Permit (SUP) - Church and School, Public and Private, to remove an approximate 8.083 acre tract of land from the boundaries of the SUP, providing a penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located to the south and east of the Waterbrook West residential subdivision and west of the Waterbrook residential subdivision.
(3) Public hearing to receive comments for or against a request by Kristin LeBlanc, P.E., of Halff Associates, Inc. on behalf of Missouri City 6 L.P. to rezone an approximate 0.668-acre tract of land from LC-3 Retail District to PD Planned Development District to allow for deviations from the City of Missouri City Zoning Ordinance for the development of a restaurant, providing a penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located on the southwest corner of State Highway 6 and Glenn Lakes Lane, east of the Midtown Market shopping center and south of the Kroger shopping center.
(4) Public hearing to receive comments for or against proposed amendments to Section 4, Definitions, Section 7A, Architectural Design Standards, Section 13, Sign Regulations and Section 14, Fence Regulations, contained in the Zoning Ordinance pertaining to architectural design standards - primary materials and business identity colors; and to consider the ordinance on the second and final reading.
(b) Public Hearings and related actions
(1) Public hearing to receive comments for or against a proposed ordinance of the City of Missouri City, Texas, amending Ordinance No. O-10-10 creating Reinvestment Zone No. 6 encompassing Reserves 8, 9, 10, 11, 12, 13 and 14 in Block 2 of Lakeview Business Park located in the Fondren Road/Buffalo Run area in the City of Missouri City, Texas; making related findings; providing for severability; and to consider the ordinance on the second and final reading.
(2) Public hearing to receive comments related to the FY 2012 proposed Budget; and consider an ordinance of the City of Missouri City, Texas, approving and adopting the City of Missouri City, Texas General Budget for the Fiscal Year beginning July 1, 2011, and ending June 30, 2012; making appropriations for the City for such fiscal year as reflected in said budget; making certain findings; and containing certain provisions relating to the subject; and to consider adopting the ordinance on the first and final reading.
(3) Public hearing to receive comments related to the submission of the Edward Byrne Memorial Justice Assistance Grant Application to the United States Department of Justice to fund the purchase of equipment needed by the Police Department and consider a resolution of the City of Missouri City, Texas approving the submission of such application; designating the Administrative Captain as the authorized representative of the City for submitting such application and the Mayor as the City's authorized official to accept, reject, alter or terminate the grant; and containing other provisions related thereto.

9. AUTHORIZATIONS
(a) Consider authorizing staff to update the signature card on file with Wells Fargo Bank to reflect a new Mayor Pro Tem and an interim City Manager, if selected.
(b) Consider authorizing the execution of an interlocal cooperation agreement between Fort Bend County and the City of Missouri City, Texas for the collection of taxes.
(c) Consider authorizing the City Manager to finalize negotiations of an agreement for enterprise resource planning software and services, an agreement for public safety and justice software products and services, and a personal services agreement for project management services for enterprise resource planning and public safety and justice software implementation projects.
(d) Consider authorizing the City Manager to take any and all actions necessary to terminate existing software service and maintenance contracts with existing vendors.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 14, Building and Building Regulations, of the Code of Ordinances of the City of Missouri City, Texas; adopting the 2009 Edition of the International Energy Conservation Code and making amendments thereto; providing a penalty; providing for severability; and to consider the ordinance on the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending the General Budget for the Fiscal Year beginning July 1, 2010, and ending June 30, 2011, transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate City Officials to take steps necessary to accomplish such transfers; making certain findings; containing certain provisions relating to the subject; and to consider the ordinance on the first and final reading.
