6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. (a) Consider approving the minutes of the special and regular City Council meetings of August 15, 2011 and the special City Council meeting minutes of August 22, 2011.
(b) Consider awarding a term contract for traffic signal parts.
(c) Consider authorizing the Mayor to execute a Memorandum of Understanding between the City of Missouri City and Fort Bend Independent School District for Point of Distribution Sites.
(d) Consider authorizing the City Manager to execute change order #4 to contract # 117-09 for Engineering Services for Design of Traffic Signal Wireless Communication System.

(1) Public hearing to receive comments for and against the First Amendment to the Project Plan and Financing Plan for Reinvestment Zone Number Three, City of Missouri City and to consider adoption of an ordinance approving the same on the first of two readings.
8. APPOINTMENTS
(a) Consider appointing City Secretary Maria Gonzalez as the designated public information coordinator responsible for responding to Public Information Act requests on behalf of the City of Missouri City.
9. AUTHORIZATIONS
(a) Consider directing staff to prepare an annexation service plan and to take all other and further actions necessary for the annexation of that portion of Sections 1, 2 and 3 of Newpoint Estates, a recorded subdivision in Fort Bend County, Texas, not within the city limits.
(b) Consider awarding contract for the construction of Tennis Center/Recreation.
(c) Consider authorizing a professional services agreement for construction management services for the Community Center & Golf Pro Shop.
(d) Consider authorizing an agreement for materials testing services for the Community Center and Golf Pro Shop.
(e) Consider awarding a contract for enterprise resource planning software and related services.
(f) Consider authorizing the City Manager to negotiate and execute a personal services agreement for project manager services for software installation.
(g) Consider authorizing the Mayor to execute and the City Secretary to attest a Regional Joint Water Facilities Agreement by and between the City of Missouri City, Texas and Fort Bend County Municipal Utility District No. 47.

(b) Consider an ordinance of the City of Missouri City Texas, amending Chapter 74, Parks and Recreation, of the Missouri City Code; amending the rules and regulations pertaining to permits for certain activities in public parks; providing a penalty; providing for repeal; providing for severability; and to consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, approving and ratifying a letter to the Texas Commission on Environmental Quality supporting a request for consideration of the appointment of a certain City of Missouri City, Texas, resident to the Fort Bend County Water Control and Improvement District Number 2 Board of Directors; and containing other provisions related thereto.
