(1) Public hearing to receive comments for and against the First Amendment to the Project Plan and Financing Plan for Reinvestment Zone Number Three, City of Missouri City and to consider adoption of an ordinance approving the same on the second and final reading.
(2) Public hearing to receive comments for or against a proposed ordinance of the City of Missouri City, Texas, creating Reinvestment Zone No. 9 for tax abatement purposes encompassing an approximate 22.4305 acre tract of land southwest of the intersection of South Gessner Drive and Cravens Road in the City of Missouri City, Texas; making related findings; and providing for severability; and to consider the ordinance on the first of two readings.

(c) Consider authorizing the City Manager to execute an agreement for materials testing services on the Tennis & Recreation Center construction project.
(d) Consider awarding a contract for the reconstruction of Quail Valley East Drive.
(e) Consider authorizing the City Manager to execute an agreement for materials testing services for Quail Valley East Drive Reconstruction.
(f) Consider awarding a contract for public safety software and related services.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 18, Businesses, of the Missouri City Code; amending the rules and regulations related to food service regulations; providing a penalty; providing for repeal; providing for severability; and to consider the ordinance on the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, authorizing the crediting of updated service credits in the Texas Municipal Retirement System for certain City of Missouri City employees who have membership in such system; providing for increased annuities for certain City of Missouri City retirees and beneficiaries of deceased retirees; repealing all other ordinances or parts of ordinances in conflict herewith; providing an effective date; and providing for severability; and to consider the ordinance on the first of two readings. (c) Consider an ordinance of the City of Missouri City, Texas, providing for the assessment, levy, and collection of ad valorem taxes for the City of Missouri City, Texas, for the tax year 2011 and for each year thereafter until otherwise provided; providing the date on which such taxes shall be due and timely paid; authorizing an additional penalty for the collection of delinquent ad valorem taxes in lieu of recovering attorney fees; and repealing all ordinances and parts of ordinances in conflict herewith; and to consider the ordinance on the first and final reading.
(d) Consider an ordinance of the City of Missouri City Texas, amending Chapter 74, Parks and Recreation, of the Missouri City Code; amending the rules and regulations pertaining to permits for certain activities in public parks; providing a penalty; providing for repeal; providing for severability; and to consider the ordinance on the second and final reading.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, adopting a schedule of fees pertaining to the use of the Missouri City Community Center and certain park grounds, facilities, and amenities, providing an effective date, and providing for repeal.

Notice is hereby given that the City Council may go into Executive Session in accordance with the following provision of the Government Code: Texas Government Code, Section 551.087 - Deliberations regarding commercial or financial information that the City has received from a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the City and with which the City is conducting economic development negotiations: manufacturing prospect update.
