(a) Consider approving the minutes of the special and regular City Council meetings of September 19, 2011, and special City Council meeting of September 23, 2011.
(b) Consider authorizing the Mayor to execute and the City Secretary to attest the First Amendment to the Sienna Plantation Reinvestment Zone Development Plan Agreement among Reinvestment Zone Number Three, City of Missouri City; the City of Missouri City; the Missouri City Development Authority; and the Sienna Plantation Management District providing for duties and responsibilities related to Reinvestment Zone Number Three.
(c) Consider authorizing the rental of heavy equipment from Hertz Equipment Rental through the US Communities cooperative purchasing program.
(d) Consider authorizing the purchase of gasoline and diesel fuel from SMF Energy Corporation through the TCPN cooperative purchasing program.

(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Clinton Wong, Skymark Development Company, Inc. on behalf of Sunlake Limited, to rezone an approximate 18.06 acre tract of land from LC-3, Retail district to R- 5 Townhouse residential district, providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located southeast of the intersection of Lexington Boulevard/Independence Boulevard and Murphy Road (FM 1092), east of a Walgreens store, and west of Armstrong Elementary School (Fort Bend Independent School District).
(2) Public hearing to receive comments for or against a request by Kurt Racca of Reese/Racca Interests, Ltd. to amend Ordinance O-02-03 relating to a Specific Use Permit (SUP) - kindergarten and nursery schools, to remove an approximate 1.24 acre tract of land from the boundaries of the SUP, providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The underlying zoning designation of the property would remain SD, Suburban District. The subject site is located at the intersection of Silver Ridge Boulevard and Sienna Parkway, south of the Primrose School of Sienna and west of the Silver Ridge residential subdivision.
(3) Public hearing to receive comments for or against a request by KTRK Television, Inc., on behalf of Joseph and Maybritt Mujadzic, to obtain a Specific Use Permit to allow for the construction of a 100 foot tower with Doppler radar antenna and associated equipment on a 1.54-acre of land located in an industrial district, providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located northwest of the intersection of Beltway 8 and South Garden Street, north of The Rental Store (Mustang C.A.T. equipment rental facility), south of GH Air Conditioning and Heating, LLC, and west of Landmark Electric.

(1) Public hearing to receive comments for or against a proposed ordinance of the City of Missouri City, Texas, creating Reinvestment Zone No. 9 for tax abatement purposes encompassing an approximate 22.4305 acre tract of land southwest of the intersection of South Gessner Drive and Cravens Road in the City of Missouri City, Texas; making related findings; providing for severability; and to consider the ordinance on the second and final reading.

9. AUTHORIZATIONS
(a) Consider authorizing the City Manager to execute amendment #1 to agreement #183-11 for Engineering Design Services for the Extension of Hurricane Lane.
(b) Consider authorizing the execution of agreements among Fort Bend County; the Cities of Rosenberg, Stafford, Sugar Land, and Missouri City; and certain veterinarians relating to the Fort Bend County Mega Adoption Event.
(c) Consider ratification of the termination of the services contract with WebQA.
(d) Consider authorizing the repeal of Order Numbers O-07-03, O-08-01 and O-08- 02; and declaring the satisfactory demolition and removal of the house and fence located at 3627 Ramble Creek Drive.

(a) Consider an ordinance of the City of Missouri City, Texas, authorizing the crediting of updated service credits in the Texas Municipal Retirement System for certain City of Missouri City employees who have membership in such system; providing for increased annuities for certain City of Missouri City retirees and beneficiaries of deceased retirees; repealing all other ordinances or parts of ordinances in conflict herewith; providing an effective date; providing for severability; and to consider the ordinance on the second and final reading.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, nominating one or more candidate(s) for the election of members to the board of directors of the Fort Bend Central Appraisal District for the term commencing January 1, 2012, and extending through December 31, 2013.
