6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. (a) Consider approving the minutes of the special and regular City Council meetings of October 17, 2011 and the special city council meeting minutes of October 24, 2011.
(b) Consider approving the Community Event Participation Application for HSSL High School Girls Softball Tournament.
(c) Consider authorizing the purchase of chemical road materials through the interlocal agreement with Fort Bend County for cooperative purchasing.

(1) Public hearing to receive comments for and against the annexation and proposed annexation service plan for the property east of the current city limits, west of the extension of Teal Road, south of State Highway 6, and north of Newpoint Estates and that portion of the Newpoint Estates subdivision that is west of the extension of Teal Road right of way and not currently within the city limits of the City of Arcola, excluding Reserve B and that portion of Reserve A not currently within the City.
(2) Public Hearing to receive comments for or against an ordinance of the City of Missouri City, Texas, amending Chapter 34 Finance and Taxation, of the Missouri City Code; providing for the taxation of tangible personal property which would otherwise be exempt pursuant to Section 11.253 of the Texas Tax Code; providing for repeal; providing for severability; containing other provisions related to the subject; and to consider the ordinance on the first and final reading.

9. AUTHORIZATIONS
(a) Consider authorizing an interlocal agreement between Fort Bend County and the City of Missouri City, Texas, for the extension of Lexington Blvd.
(b) Consider authorizing the execution of a Well Water Lease between the City of Missouri City, Texas, and the Lake Dwellers Association, Inc.
(c) Consider authorizing the renewal and amendment of contract #040-11 Community Development Block Grant Manager Services with MKP Consulting.
(d) Consider and discuss Senate Bill 100 and consider authorizing staff to take action related thereto.
(e) Consider authorizing the purchase of computer equipment through the Texas Department of Information Resources cooperative purchasing program.
(f) Consider award of a contract for construction of Oyster Creek Trail Phase II.
(g) Consider authorizing an interlocal cooperation agreement between the City of Stafford, Texas, and the City of Missouri City, Texas, for the redesign and construction of the City of Missouri City Animal Shelter.

10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 30, Environment, of the Missouri City Code; amending the rules and regulations relating to junked vehicles; providing for repeal; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings.
(b) Consider an ordinance of the City of Missouri City Texas, establishing a speed limit during construction along certain portions of Quail Valley East Drive within the territorial limits of the City of Missouri City, Texas; providing an effective time period for such speed limit; providing a penalty; providing for severability; and declaring an emergency.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing the Mayor to execute and the City Secretary to attest an Assignment, Notice and Consent by and between the City of Missouri City, Texas; CLB, Inc.; and CLB Buffalo Run, LLC, pertaining to the assignment of the Tax Abatement Agreement from CLB, Inc. to CLB Buffalo Run, LLC.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, supporting the Metro Park & Ride Project located in the vicinity of State Highway 6 and the Fort Bend Toll Road and containing other provisions related thereto.
(c) Consider a resolution of the City Council of the City of Missouri City, Texas, selecting a representative and an alternate to the Houston-Galveston Area Council 2012 Board of Directors; and providing for the repeal of resolutions in conflict herewith.
(d) Consider a resolution of the City Council of the City of Missouri City, Texas, nominating a candidate for a position on the Board of Directors of the Harris County Appraisal District.
