6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of November 21, 2011.
(b) Consider accepting a report concerning impact fees and the impact fees capital improvements plan from the Capital Improvements Advisory Committee.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing the Mayor to execute and the City Secretary to attest a Tax Abatement Agreement by and between the City of Missouri City, Texas, and Carson?VA Industrial, LP, pertaining to certain improvements to a 20.8641-acre tract of land located in Reinvestment Zone No. 9 in the City of Missouri City, Texas.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing the Mayor to execute and the City Secretary to attest a Tax Abatement Agreement by and between the City of Missouri City, Texas, and CookieBaker, LLC, and Carson?VA Industrial, LP, pertaining to certain improvements to a
20.8641-acre tract of land located in Reinvestment Zone No. 9 in the City of Missouri City, Texas.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, extending the city limits of the City of Missouri City, Texas, to include the property east of the current city limits, west of the extension of Teal Bend Boulevard, south of State Highway 6, and north of Newpoint Estates and that portion of the Newpoint Estates subdivision that is west of the extension of Teal Bend Boulevard right of way and not currently within the city limits of the City of Arcola, excluding those portions of reserves A and B not currently located within the city limits of the City of Missouri City, and annexing to the City of Missouri City, Texas, all of the areas within such tracts; approving a service plan for all of the areas within such tracts; adding said area within such tracts to Council District D; and providing a savings and severability clause; and to consider the ordinance on the first of two readings.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Roy Lemons on behalf of CenterPoint Energy Houston Electric, LLC for a Specific Use Permit to locate a 150 foot lattice tower and associated equipment shelter to support their Automated Meter System (AMS) project on a 3.52 acre tract of land, currently zoned R-2, single family residential district; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located northwest of the intersection of Evans Road and Hawkes Road, east of Meadowcreek residential subdivision, and north of Hawkes Addition residential subdivision.
(2) Public hearing to receive comments for or against a request by Curry Juneau on behalf of Quail Valley Church to amend Specific Use Permit #73 (O-03-
14) to allow for deviations to Section 13, Sign Regulations, of the City of Missouri City Zoning Ordinance; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located northwest of the intersection of Murphy Road and Cartwright Road, north of the Valley Centre Shopping Center, south of Heritage Baptist Church, and northeast of Quail Village Townhomes residential subdivision.
(3) Public hearing to receive comments for or against a request by Sunlake Limited to rezone an approximate 38.54 acre tract of land from LC-3 Retail District to PD, Planned Development District to locate planned mixed uses to include townhome, office warehouse and industrial uses; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located southeast of the intersection of Lexington Boulevard/Independence Boulevard and Murphy Road (FM 1092), east of a Walgreens store, and west of Armstrong Elementary School (Fort Bend Independent School District).
(4) Public hearing to receive comments for or against a request by Mark Musemeche of MGroup to rezone an approximate 5.51 acre tract of land from LC-3 Retail District to PD Planned Development District to allow for the development of an age-restricted multifamily residential facility; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located north of the intersection of FM 1092 (Murphy Rd) and Cartwright Rd, south of the Park Manor of Quail Valley assisted living facility and east of the Waterford Village Townhomes.
(b) Public Hearings and related actions
(1) Public hearing to receive comments for or against an ordinance continuing the rules and regulations pertaining to the establishment of a minor curfew; making certain findings; providing a penalty; providing for severability; and consider an ordinance on the second and final reading.

(a) Consider authorizing the Mayor to execute the sub-recipient award documents for the 2011 Urban Area Security Initiative (UASI) Grant for mobile and handheld radios.
(b) Consider adopting a policy for the construction of certain structures on city-owned lake property and authorizing staff to take action consistent therewith.
(c) Consider authorizing the City Manager to execute Change Order #3 to Contract #114-10 for Construction of Water Transmission Lines.
(d) Consider authorizing the purchase of police vehicles and equipment.
(e) Consider approving the Fair Housing Action Statement?Texas and authorizing filing of same with the Texas General Land Office and the Houston-Galveston Area Council.
(f) Consider approving the Sidewalk policy.
