6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. (a) Consider approving the minutes of the regular City Council meeting of December 5, 2011.
(b) Consider awarding a contract for construction of surface water plant landscaping and irrigation.
(c) Consider ratifying the purchase of cement road material for Darby Lane reconstruction project.
(d) Consider the purchase of mobile and hand-held radios for Police and Fire Departments.
(e) Consider authorizing the acceptance of deeds from Fort Bend County Municipal Utility Districts 47 and 48 for the conveyance of the Vicksburg Water Treatment Plant and Site.
(f) Consider authorizing the City Manager to execute an assignment of the Fort Bend County Municipal Utility District No. 23 Emergency Water Supply Contract from the Vicksburg Joint Powers Board to the City of Missouri City.

(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Roy Lemons on behalf of CenterPoint Energy Houston Electric, LLC for a Specific Use Permit to locate a 150 foot lattice tower and associated equipment shelter to support their Automated Meter System (AMS) project on a 3.52 acre tract of land, currently zoned R-2, single family residential district; providing a penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located northwest of the intersection of Evans Road and Hawkes Road, east of Meadowcreek residential subdivision, and north of Hawkes Addition residential subdivision.
(2) Public hearing to receive comments for or against a request by Curry Juneau on behalf of Quail Valley Church to amend Specific Use Permit #73 (O-03-
14) to allow for deviations to Section 13, Sign Regulations, of the City of Missouri City Zoning Ordinance; providing a penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located northwest of the intersection of Murphy Road and Cartwright Road, north of the Valley Centre Shopping Center, south of Heritage Baptist Church, and northeast of Quail Village Townhomes residential subdivision.
(3) Public hearing to receive comments for or against a request by Mark Musemeche of MGroup to rezone an approximate 5.51 acre tract of land from LC-3 Retail District to PD Planned Development District to allow for the development of an age-restricted multifamily residential facility; providing a penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located north of the intersection of FM 1092 (Murphy Rd) and Cartwright Rd, south of the Park Manor of Quail Valley assisted living facility and east of the Waterford Village Townhomes.

8. APPOINTMENTS
(a) Consider appointing members to the Transportation Policy Council (TPC) and the Technical Advisory Committee (TAC) for the Houston-Galveston Area Council.
9. AUTHORIZATIONS
(a) Consider authorizing an agreement with Water Resources Management for groundwater reduction program administrative services.
(b) Consider authorizing the execution of an interlocal agreement between Fort Bend County, Texas, and the City of Missouri City, Texas, relating to the design of the widening of Trammel Fresno Road.
(c) Consider authorizing staff to negotiate a bank depository contract.
(d) Consider authorizing a contract for fines and fees collection services.
(e) Consider authorizing the execution of an interlocal agreement between the cities of Sugar Land and Missouri City for the joint ownership of a radio communications system.
(f) Consider approving Change Order #5 to Contract #113-10 for Construction of Surface Water Treatment Plant.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, extending the city limits of the City of Missouri City, Texas, to include the property east of the current city limits, west of the extension of Teal Bend Boulevard right of way, south of State Highway 6, and north of Newpoint Estates and that portion of the Newpoint Estates subdivision that is west of the extension of Teal Bend Boulevard right of way and not currently within the city limits of the City of Arcola, excluding those portions of reserves A and B not currently located within the city limits of the City of Missouri City, and annexing to the City of Missouri City, Texas, all of the areas within such tracts; approving a service plan for all of the areas within such tracts; adding said area within such tracts to Council District D; and providing a savings and severability clause; and to consider the ordinance on the second and final reading.
