6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meeting of January 17, 2012, and the special City Council meeting of January 20, 2012.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by the City of Missouri City to rezone approximately 272 acres of land from SD Suburban District to R-1 Single Family Residential District and to consider the ordinance on the first of two readings. The subject site is a portion of the Newpoint Estates, Section 1 residential subdivision, the Newpoint Estates, Section 2 residential subdivision and the Newpoint Estates Section 3 residential subdivision located north and west of the City of Arcola, south of the Creekmont residential subdivision.
(2) Public hearing to receive comments for or against a request by Father Jacob Christy of St. Joseph Syro-Malabar Catholic Church to amend Specific Use Permit No. 175 (Ordinance No. O-07-48) to allow for additional deviations to Section 7A, Architectural Design Standards, of the City of Missouri City Zoning Ordinance; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located at 211 Present Street, Missouri City, Texas 77489.
(b) Public Hearings and related actions
(1) Conduct a public hearing to receive comments concerning the structures at 12710 Water Oak in the City of Missouri City. After receiving comments, City Council will consider declaring the structures as substandard and may issue orders as shall appear reasonably necessary to prevent the structures from being a hazard to life or property and to eliminate the substandard qualities; and to consider an order on the first and final reading.
8. APPOINTMENTS
(a) Consider appointing a member to the Zoning Board of Adjustment and Appeals.
9. AUTHORIZATIONS
(a) Consider rescinding award of Item 1 on contract #081-11 Water Treatment Chemicals to General Chemical Performance Products.
(b) Consider award of a contract for construction of Mustang Bayou water plant improvements.
(c) Consider authorizing the purchase of playground equipment.
(d) Consider authorizing the purchase of kitchen equipment for the new Community Center.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, authorizing the Mayor to execute and the City Secretary to attest, respectively, the Sixth Amendment to the Sienna Plantation Joint Development Agreement between the City of Missouri City and Sienna/Johnson North, L.P.; providing for severability; providing for other matters relating to the subject; and to consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, in support of the submission of an application to the Texas Department of Housing and Community Affairs for housing tax credits and Texas Department of Housing and Community Affairs HOME Investment Partnership Program funds for affordable senior rental housing by FBC Missouri City Senior Community, L.P., a Texas limited partnership to be formed.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, adopting the Trammel Fresno Community Revitalization plan for the transformation and development of a certain geographic area within the City of Missouri City and containing other provisions related thereto.
(c) Consider a resolution of the City Council of the City of Missouri City, Texas, consenting to the application for and accepting the grant funding, if awarded, for a Digital Fingerprint Capture System.
(d) Consider a resolution of the City Council of the City of Missouri City, Texas, approving the submission of the grant application for the Crime Victim Liaison Project.
