(d) Recognize Lyford "Nickey" Hayes, Street Technician II, for being named the Operator of the Year - Heavy Equipment by the American Public Works Association.

5. STAFF REPORTS
(a) Present the Quarterly Investment Report for the Period Ending December 31,
2011.
(b) Present an update on the Surface Water Treatment Plant.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of February 6, 2012.
(b) Consider accepting the Quarterly Investment Report for the period ending December 31, 2011.
(c) Consider authorizing the submission of a letter to the Texas Commission on Environmental Quality supporting the issuance of bonds by Fort Bend County Municipal Utility District No. 46.
(d) Consider authorizing the execution of a Master Intergovernmental Cooperative Purchasing Agreement and Addendum between the City of Missouri City and certain Principal Procurement Agencies for the City of Missouri City's participation in the National Intergovernmental Purchasing Alliance Company's cooperative purchasing program.
(e) Consider authorizing the purchase of decomposed granite through the Fort Bend County interlocal purchasing agreement.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by the City of Missouri City to rezone approximately 272 acres of land from SD Suburban District to R-1 Single Family Residential District and to consider the ordinance on the second and final reading. The subject site is a portion of the Newpoint Estates, Section 1 residential subdivision, the Newpoint Estates, Section 2 residential subdivision and the Newpoint Estates Section 3 residential subdivision located north and west of the City of Arcola, south of the Creekmont residential subdivision.
(2) Public hearing to receive comments for or against a request by Father Jacob Christy of St. Joseph Syro-Malabar Catholic Church to amend Specific Use Permit No. 175 (Ordinance No. O-07-48) to allow for additional deviations to Section 7A, Architectural Design Standards, of the City of Missouri City Zoning Ordinance; providing a penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located at 211 Present Street, Missouri City, Texas 77489.
(b) Public Hearings and related actions - There are no Public Hearings and related actions on this agenda.
8. APPOINTMENTS
(a) Consider appointing a member to the Zoning Board of Adjustment.
9. AUTHORIZATIONS
(a) Consider authorizing the acceptance of a special warranty deed from Fort Bend County Municipal Utility District No. 46 for the conveyance of real property to the City of Missouri City for Thompson Ferry Road right of way.
(b) Consider authorizing the purchase of an annual maintenance agreement for Unlimited Power Supply Systems.
(c) Consider rejecting all bids for an electric generator system for the Intelligent Transportation System (ITS).
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, authorizing the Mayor to execute and the City Secretary to attest, respectively, the Sixth Amendment to the Sienna Plantation Joint Development Agreement between the City of Missouri City and Sienna/Johnson North, L.P.; providing for severability; providing for other matters relating to the subject; and to consider the ordinance on the second and final reading.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, adopting rules governing the investment of funds of the City of Missouri City; repealing City of Missouri City Resolution No. R-10-03 adopted on February 15, 2010, and all other resolutions in conflict herewith; and designating the Director of Finance to be responsible for the investment of City of Missouri City funds.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, approving and ratifying the submission of a grant application to the Texas Department of Transportation for overtime activities by law enforcement to reduce the incidence of driving while intoxicated; agreeing to provide matching funds; and containing other provisions related thereto.
(c) Consider a resolution of the City Council of the City of Missouri City, Texas, regarding the request by the cities of Richmond, Texas, and Rosenberg, Texas, for an exemption from a deadline established by the Fort Bend Subsidence District 2003 Regulatory Plan and containing provisions related thereto.
