5. STAFF REPORTS
(a) The Police Department will provide an update on the 2011 City Crime Report and recent initiatives of the Missouri City Police Department.
(b) The Planning Division will provide information related to the zoning history and regulations associated with the properties located at the intersection of State Highway 6 and Colonial Lakes Drive.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special City Council meeting of February 8, 2012, and the special and regular City Council meetings of February 20, 2012.
(b) Consider authorizing the execution of a Joint Election Agreement and Contract for Election Services with Fort Bend County for the May 12, 2012 general election.
(c) Consider authorizing the termination of the contract for the Mustang Bayou Wastewater Treatment Plant Operational Services.
(d) Consider awarding a contract for Water Treatment Chemicals - part II.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to rezone an approximate 38.51 acre tract of land from LC-3 Retail District to PD Planned Development District to locate planned mixed uses to include townhome, retail and office warehouse uses; providing a penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located southeast of the intersection of Lexington Boulevard/Independence Boulevard and Murphy Road (FM 1092), east of a Walgreens store, and west of Armstrong Elementary School (Fort Bend Independent School District).
(2) Public hearing to receive comments for or against a request to amend Ordinance No. O-09-39 pertaining to PD Planned Development District No. 74 to revise the uses permitted within Tract 5, to remove Tract 6 from the boundaries of PD Planned Development District No. 74 and to rezone Tract 6 from PD Planned Development District No. 74 to R-4 Patio-cluster residential; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located north of Hampton Drive, east of Murphy Road (FM1092), north and east of the Wells Fargo Bank and south of Oyster Creek and the Quail Valley Thunderbird West Courtyard Homes.
(b) Public Hearings and related actions - There are no Public Hearings and related actions on this agenda.
8. APPOINTMENTS - There are no appointments on this agenda.
9. AUTHORIZATIONS
(a) Consider authorizing repairs to civic center roofing.
(b) Consider awarding a contract for construction of lighting improvements at the Community Center and Pro Shop overflow parking lot.
(c) Consider rejecting all bids for the Electric Generator System Project used with the Traffic Management Center and the Intelligent Transportation System.
(d) Consider authorizing the purchase of network cabling services for the Tennis and Recreation Center.
(e) Consider directing staff to provide warning notices on trash placement and trash screening violations.
10. ORDINANCES
(a) Consider an ordinance of the City Council of the City of Missouri City, Texas, providing for a General Election to be held on May 12, 2012, for the purpose of electing a Mayor and two At-Large Councilmembers; providing for a Joint Election on May 12, 2012, with other entities contracting with Fort Bend County for this Joint Election; providing for Election Precincts and Polling Places; providing for repeal; providing for severability; containing other provisions relating to the subject; and to consider the ordinance on the first and final reading.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, electing to participate in tax abatement; establishing guidelines and criteria governing tax abatement agreements by the City; and repealing Resolution No. R-10-06 adopted March 15, 2010.
12. CITY COUNCIL ANNOUNCEMENTS
13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
