6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of April 16, 2012.
(b) Consider accepting the Quarterly Investment Report for the period ending on March 31, 2012.
(c) Consider authorizing the naming of the Missouri City Recreation and Tennis Center.
(d) Consider authorizing the purchase of forensic evaluation services for the city hall roof.
(e) Consider authorizing the continuation of the existing contract for building access control system services.
(f) Consider authorizing the purchase of earthen road materials through the interlocal agreement with Fort Bend County for cooperative purchasing.
(g) Consider authorizing the purchase of chemical road materials through the interlocal agreement with Fort Bend County for cooperative purchasing.
(h) Consider authorizing the purchase of annual maintenance services for carteflex software.

7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Chad Millis on behalf of Bomar Properties LLC to rezone approximately 5.26 acres of land from
LC-3 Retail District to PD Planned Development District No. 83 for the development of a mixed use complex to include certain retail district, storage and service yard, and warehouse uses; and consider the ordinance on the first of two readings. The subject site is located within the Tang City Plaza subdivision.
(2) Public hearing to receive comments for or against proposed amendments to Section 4, Definitions, and Section 13, Sign Regulations, contained in the City of Missouri City Zoning Ordinance and pertaining to the regulation of signs.
(3) Public hearing to receive comments for or against proposed amendments to Section 4, Definitions, and Section 9, Supplementary District Regulations, contained in the City of Missouri City Zoning Ordinance and pertaining to screening trash disposal areas; and consider the ordinance on the first of two readings. (1) Public hearing on Program Year 2012 Annual Action Plan and consider adoption of the 2012 Annual Action Plan.
(2) Public hearing to receive comments for or against a proposed ordinance of the City of Missouri City, Texas, creating Reinvestment Zone No. 10 for tax abatement purposes encompassing Reserves 30, 31, 32, 33, 34, 35, and 36, in Block 3, of Lakeview Business Park, a recorded subdivision in Fort Bend County, Texas, and located southwest of the intersection of Buffalo Run and Fondren Road in the City of Missouri City, Texas; making related findings; providing for severability; and to consider the ordinance on the first of two readings.
(3) Public hearing to receive comments for or against the proposed levy of assessments on the residential lots within Section 4, Lake Shore Harbour subdivision, for public improvements in Public Improvement District No.2, and to consider the ordinance on the first of two readings.
(4) Public hearing to receive comments regarding the application for a Justice Assistance Grant from the Department of Justice to fund the purchase of electronic control devices and associated equipment and consider a resolution of the City Council of the City of Missouri City, Texas, approving the submission of the Edward Byrne Memorial Justice Assistance Grant application to the United States Department of Justice to fund the purchase of electronic control devices and associated equipment and training; designating the Administrative Captain as the authorized representative of the City for submitting such application and the Mayor as the City's authorized official to accept, reject, alter or terminate the Grant; and containing other provisions related thereto

9. AUTHORIZATIONS
(a) Consider authorizing the award of a contract for the reconstruction of the El Dorado Bridge.
(b) Consider declaring an exemption under Chapter 252 of the Texas Local Government Code, authorizing the negotiation and execution of an agreement for plant operational consulting services for the Surface Water Treatment Plant and ratifying a payment associated therewith.
(c) Consider authorizing the award of a contract for construction management services for the El Dorado bridge reconstruction.
(d) Consider authorizing the execution of an agreement to design the Cangelosi Watershed Detention Facility improvements.

11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing the execution of an advance funding agreement with the Texas Department of Transportation for access management improvements (medians) on Farm-to-Market Road 2234 (Texas Page 4 of 4 City of Missouri City May 7, 2012, Regular City Council Meeting Agenda Parkway) between Third Street and Cartwright Road and repealing Resolution No. R-10-28, adopted on November 15, 2010, and any other resolution in conflict herewith.
