(b) Recognize Terry Patrick, Detective, for receiving the 2012 Exchange Club Officer of the Year Award.
(c) Recognize Jessica Berry, Patrol Officer, as the 2012 Missouri City Officer of the Year and for receiving the Fort Bend County 2012 MADD Award.

5. STAFF REPORTS - There are no Staff Reports on this agenda.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of May 21, 2012.
(b) Consider accepting a report concerning impact fees and the impact fees capital improvements plan from the Capital Improvements Advisory Committee.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against proposed amendments to Section 4, Definitions, and Section 13, Sign Regulations, contained in the City of Missouri City Zoning Ordinance and pertaining to the regulation of signs; and consider the ordinance on the first of two readings.
(2) Public hearing to receive comments for or against a request by John Sutton of PETCO Animal Supplies, Inc. on behalf of A-S 91 Ft. Bend Parkway - Hwy 6, L.P., Kroger, Texas L.P., Dr. Assad Sergie, SMBC Leasing and Finance Inc., and HW 6 #2 J.V. to amend Planned Development District #62 (Ordinance O-11-02) to allow for deviations to Section 13, Sign Regulations, of the City of Missouri City Zoning Ordinance; providing a penalty; providing for severability; and consider the ordinance on the first of two readings. The subject site is located southeast of the intersection of State Highway 6 and Vicksburg Boulevard, southwest of the intersection of State Highway 6 and the Fort Bend Toll Road and east of the Oakwick Forest Estates Residential Subdivision.
(b) Public Hearings and related actions
(1) Public hearing to receive comments concerning the structures at 3202 Confederate in the City of Missouri City. After receiving comments, City Council will consider declaring the structures as substandard and may issue orders as shall appear reasonably necessary to prevent the structures from being a hazard to life or property and to eliminate the substandard qualities; and consider an order on the first and final reading.
(2) Public hearing to receive comments regarding a proposed ordinance of the City of Missouri City, Texas, continuing the standards of care for certain elementaryage recreation programs operated by the City of Missouri City; repealing all other ordinances or parts of ordinances in conflict herewith; providing for severability; and consider the ordinance on the first of two readings.
8. APPOINTMENTS - There are no Appointments on this agenda.
9. AUTHORIZATIONS
(a) Consider authorizing the execution of an interlocal agreement for additional law enforcement services between Fort Bend County Precinct 4, Municipal Utility District No. 115, and Municipal Utility District No. 129.
(b) Consider authorizing the execution of an interlocal cooperation agreement for Regional Water Treatment Plant Operation and Maintenance Services.
(c) Consider authorizing the execution of an interlocal cooperation agreement for Water, Wastewater and Stormwater Operation and Maintenance Services.

11. RESOLUTIONS
(a) Consider a joint resolution of the City Council of the City of Missouri City, Texas, and of the Board of Directors of Missouri City Recreation and Leisure Local Government Corporation adopting a Meeting Room Use Policy; providing for repeal; and providing for an effective date.
