2. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance will be led by Missouri City Police Department Honor Guard.
3. PRESENTATIONS AND RECOGNITIONS
(a) Recognize outstanding contributions to city parks by the following families and groups: McClanahan, Kilday, Fox, Nichols, and Quail Valley Garden Club.
(b) Recognize Brett McFee (Boy Scout Troop No. 659) for successfully completing his Eagle Scout tree planting project at Sta-Mo Park.
(c) Recognize the Finance Department for receiving the Certificate of Achievement for Excellence in Financial Reporting Award from the Government Finance Officers Association.
(d) Presentation of Clean Restaurant Awards to local establishments.
4. PUBLIC COMMENTS - An opportunity for the public to address Council on agenda items or concerns not on the agenda.
5. STAFF REPORTS
(a) Parks and Recreation Director Foos to discuss the grand opening of Missouri City's new Recreation and Tennis Center.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of July 2,
2012.
(b) Consider authorizing the purchase of right of way mowing services through the interlocal agreement with Fort Bend County for cooperative purchasing.
(c) Consider authorizing the purchase of a van for fleet replacement.
7. PUBLIC HEARINGS AND RELATED ACTIONS - This item is reserved for public input to the City Council regarding public hearing issues. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to rezone approximately 3.68 acres of land from CF Community Facilities District, in part, and
R-4 Patio-Cluster Residential District, in part, to PD Planned Development District to allow for the use of such property as a place of assembly and child care facility; providing a penalty; providing for severability; and consider the ordinance on the second and final reading. The subject site is located at 4440 Lexington Boulevard to the north, east and west of the Lexington Colony residential subdivision.
(2) Public hearing to receive comments for or against a request to rezone approximately 10.97 acres of land from R-5 Townhouse Residential District to PD Planned Development District for the development of a mixed use complex to include certain retail district, office, warehouse, and industrial uses; providing a penalty; providing for severability; and consider the ordinance on the second and final reading. The subject site is located within the Tang City Plaza subdivision.
(b) Public Hearings and related actions
(1) Public hearing to receive comments concerning the structures at 3202 Confederate in the City of Missouri City. After receiving comments, City Council will consider declaring the structures as substandard and may issue orders as shall appear reasonably necessary to prevent the structures from being a hazard to life or property and to eliminate the substandard qualities; and consider an order on the first and final reading.
(2) Conduct a public hearing to receive comments concerning the structures at 10710 North Evelyn Circle in the City of Missouri City. After receiving comments, City Council will consider declaring the structures as substandard and may issue orders as shall appear reasonably necessary to prevent the structures from being a hazard to life or property and to eliminate the substandard qualities; and to consider an order on the first and final reading.
8. APPOINTMENTS - There are no Appointments on this agenda.
9. AUTHORIZATIONS
(a) Consider the request to record the 10/20 year tax write-off summary.
(b) Consider authorizing the renewal of the contract for Community Development Block Grant Program management services.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Ordinance No. O-12- 16, adopted May 21, 2012, by amending the redistricting plan; and consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, amending the Planning and Development Permit Schedule of Fees by amending fees related to signs, planning, and building and by adding certain headings; repealing Resolution No. R-10-33, adopted on December 20, 2010; and providing an effective date.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, submitting that certain projects be considered for federal funding by inclusion on the 2013-2016 Transportation Improvement Program, as developed by the Houston-Galveston Area Council and consider local matching funds at various contribution rates to be determined by the Houston-Galveston Area Council for such projects as they occur.
(c) Consider a resolution of the City Council of the City of Missouri City, Texas, adopting Rules of Procedure for the Planning and Zoning Commission and the Capital Improvements Advisory Committee and repealing all resolutions in conflict herewith.

13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
