2. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance will be led by the Missouri City Fire Department Honor Guard.
3. PRESENTATIONS AND RECOGNITIONS
(a) Recognize Community Liaison Officer Dan Flagg on his retirement and for his 31 ½ years of service to the City of Missouri City.
(b) Recognize students of the Hightower High School Health Occupations Students of America (HOSA) Group for their outstanding achievements at the Annual HOSA National Leadership Conference and Competition in Orlando, Florida.
4. PUBLIC COMMENTS - An opportunity for the public to address Council on agenda items or concerns not on the agenda. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.

6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. (a) Consider approving the minutes of the special and regular City Council meetings of July 16, 2012.
(b) Consider approving the amended minutes of the regular City Council meeting of June 18,
2012.
(c) Consider authorizing the renewal of the annual maintenance contract for GIS software with ESRI, Inc.
(d) Consider authorizing the execution of an interlocal project agreement between Fort Bend County and the City of Missouri City, Texas, relating to the golf course parking lot at El Dorado Boulevard and La Quinta Drive.
(e) Consider ratifying Change Order #5 to contract #108-10B with Freese and Nichols, Inc. for design services for the Golf Course Club House and Community Center Phase II.
7. PUBLIC HEARINGS AND RELATED ACTIONS - This item is reserved for public input to the City Council regarding public hearing issues. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
(a) Zoning Public Hearings and Ordinances - There are no Zoning Public Hearings and Ordinances on this agenda.
(b) Public Hearings and related actions
(1) Public hearing to receive comments concerning the structures at 3202 Confederate in the City of Missouri City. After receiving comments, City Council will consider declaring the structures as substandard and may issue orders as shall appear reasonably necessary to prevent the structures from being a hazard to life or property and to eliminate the substandard qualities; and consider an order on the first and final reading.

9. AUTHORIZATIONS
(b) Consider awarding a contract for the construction of golf course driving range netting improvements.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Ordinance No. O-12- 16, adopted May 21, 2012, by amending the redistricting plan; and consider the ordinance on the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending the general budget for the fiscal year beginning July 1, 2011, and ending June 30, 2012; transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate city officials to take steps necessary to accomplish such transfers; making certain findings; containing certain provisions relating to the subject; and consider the ordinance on the first and final reading.
(c) Consider an ordinance of the City of Missouri City, Texas, amending City of Missouri City Ordinance No. O-02-14, adopted March 18, 2002, as amended; providing terms and conditions for compliance with the genetic information nondiscrimination act as set forth in the personnel manual; providing for repeal; providing for severability; and consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, adopting the Fort Bend County Multi-Hazard Debris Management Plan and an addendum to the plan for collection and disposal.
(b) Consider a resolution of the City of Missouri City, Texas, authorizing and approving membership in the Gulf Coast Coalition of Cities ("GCCC") for the purpose of protecting the interest of the City and its citizens with respect to electric and gas utility matters; finding that the meeting at which this resolution is passed is open to the public as required by law; requiring notice of this resolution to legal counsel.
(c) Consider a resolution of the City Council of the City of Missouri City, Texas, amending Resolution No. R-06-16, adopted on September 5, 2006, granting consent to the creation of Fort Bend County Levee Improvement District No. 19; amending and restating the terms and conditions of such consent resolution to allow Fort Bend County Levee Improvement District No. 19 to issue bonds for certain road improvements; providing for repeal; and providing for severability.
12. CITY COUNCIL ANNOUNCEMENTS
(a) Update on discussions with METRO regarding future participation.
13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
