(a) Recognize Mechanic II Terry Phillips on his retirement and for his 29 ½ years of service to the City of Missouri City.
4. PUBLIC COMMENTS - An opportunity for the public to address Council on agenda items or concerns not on the agenda. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
5. STAFF REPORTS
(a) Presentation from the City's Finance Department regarding the Quarterly Investment Report for the period ending June 30, 2012.
(b) Presentation from the City's Communications Director regarding the Missouri City Citizens University.
(c) Presentation from the City's Parks and Recreation Director regarding the HEB Healthy Challenge.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special City Council meeting of July 27, 2012, and the minutes of the special and regular City Council meetings of August 6, 2012.
(b) Consider accepting the Quarterly Investment Report for the period ending June 30,
2012.
(c) Consider awarding contracts for police and fire uniforms.
(d) Consider awarding a term contract for ammunition for the Police Department.

(c) Consider authorizing the granting of an easement to the Quail Valley Utility District for a wastewater transmission pipeline.
(d) Consider authorizing the Mayor to execute the Grant Adjustment Notice for the 2010 Urban Area Security Initiative (UASI) Grant.
(e) Consider authorizing the execution of a Golf Programming Location Use Agreement with the First Tee of Greater Houston.

(a) Consider an ordinance of the City of Missouri City, Texas, amending City of Missouri City Ordinance No. O-02-14, adopted March 18, 2002, as amended; providing terms and conditions for compliance with the genetic information nondiscrimination act as set forth in the personnel manual; providing for repeal; providing for severability; and consider the ordinance on the second and final reading.
(b) Consider and discuss an ordinance of the City of Missouri City, Texas, changing the name of Beltway Crossing, a public street in the City of Missouri City, to Ben E. Keith Way; and consider the ordinance on the first of two readings.
(c) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 86, Utilities, of the Code of Ordinances of the City of Missouri City, Texas, by adopting a drought contingency plan; providing for repeal; providing for severability; and consider the ordinance on the first of two readings.
