(a) Councilmember Wyatt may address the cost and use of city parks, recreational facilities and amenities.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. (a) Consider approving the minutes of the special and regular City Council meetings of August 20, 2012.
(b) Consider authorizing Change Order #1 for Contract # 163-12 Construction of El Dorado Bridge Project.
(c) Consider authorizing an Interlocal Cooperation Contract with the Texas Department of Public Safety for the Failure to Appear Program.
(d) Consider awarding a contract for Construction of City Hall Landscape Improvements Phase IA.

13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code. Notice is hereby given that the City Council may go into Executive Session in accordance with the following provision of the Government Code: Texas Government Code, Section 551.071 - Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Open Meetings Act: golf facility construction project and political activity ordinance.
