3. PRESENTATIONS AND RECOGNITIONS
(a) Presentation of Appreciation to the Fort Bend County Road and Bridge Department for asphalt work in the City.
(b) Proclaim the week of September 17-23, 2012, as "Constitution Week" in the City of Missouri City, Texas.
(c) Proclaim September 19, 2012, as "Texting & Driving - It Can Wait Day" in the City of Missouri City, Texas.
4. PUBLIC COMMENTS - An opportunity for the public to address Council on agenda items or concerns not on the agenda. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
5. STAFF REPORTS - There are no Staff Reports on this agenda.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the regular City Council meeting of September 4, 2012.
(b) Consider authorizing an agreement for Engineering Design Services for Stafford Run Creek Bank Stabilization.
(c) Consider authorizing the purchase of temporary staffing services through the Houston Galveston Area Council cooperative purchasing program.
(d) Consider authorizing the purchase of computer equipment through the Department of Information Resources and The Cooperative Purchasing Network cooperative purchasing programs.
(e) Consider the award of a term contract for artificial snow for the Snowfest annual event.
(f) Receive the report on the review of the Northeast Oyster Creek Land Use Assumptions and Capital Improvements Plan and order a public hearing on November 5, 2012, to consider the report and determine whether or not to amend the Land Use Assumptions, Capital Improvements Plan, and Impact Fee.
7. PUBLIC HEARINGS AND RELATED ACTIONS - This item is reserved for public input to the City Council regarding public hearing issues. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against proposed amendments to Section 4, Definitions, Section 7A, Architectural Design Standards, Section 11, Landscaping, and Section 14, Fence Regulations, contained in the City of Missouri City Zoning Ordinance, and pertaining to the City's Architectural Standards relating to hotels and motels, and consider the ordinance on the second and final reading.
(2) Public hearing to receive comments for or against proposed amendments to Section 19, Amendments, contained in the City of Missouri City Zoning Ordinance, and pertaining to the notice requirements for zoning map amendments and zoning text amendments, and consider the ordinance on the second and final reading.
(b) Public Hearings and related actions - There are no Public Hearings and related actions on this agenda.
8. APPOINTMENTS
(a) Consider appointing members to the 2012 Bond Steering Committee.
9. AUTHORIZATIONS
(a) Consider authorizing an agreement for professional services for the design of the widening of Trammel Fresno Road.
(b) Consider authorizing the recording of the receipt of 2012 Tax Values and acknowledge the Collection Rate for the Fort Bend County Appraisal District.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 30, Environment, of the Missouri City Code; amending the Rules and Regulations for Environmental Nuisances; providing for repeal; providing a penalty; providing for severability; and consider the ordinance on the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 18, Businesses, of the Missouri City Code; providing rules and regulations for hotels; providing for repeal; providing a penalty; providing for severability; and consider the ordinance on the second and final.
(c) Consider an ordinance of the City of Missouri City, Texas, providing for the assessment, levy, and collection of ad valorem taxes for the City of Missouri City, Texas, for the tax year 2012 and for each year thereafter until otherwise provided; providing the date on which such taxes shall be due and timely paid; authorizing an additional penalty for the collection of delinquent ad valorem taxes in lieu of recovering attorney fees; and consider the ordinance on the first and final reading.
