(a) Recognize Director of Information Technology Kendall Litchfield on his retirement and for his 19 years of service to the City of Missouri City.

(c) Proclaim the month of October 2012, as "Substance Abuse Prevention Month" in the City of Missouri City, Texas.

5. STAFF REPORTS
(a) Status report on economic development projects in Missouri City.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of September 17, 2012.
(b) Consider authorizing the granting of an easement to the Thunderbird Utility District for a wastewater transmission pipeline.
(c) Consider authorizing a term contract for firefighter physicals.
(d) Consider authorizing an annual maintenance agreement for software with Sungard Public Sector.
7. PUBLIC HEARINGS AND RELATED ACTIONS - This item is reserved for public input to the City Council regarding public hearing issues. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to amend Planned Development District No. 76 (Ordinance No. O-09-49) to allow for deviations to the architectural and signage regulations of the City of Missouri City Zoning Ordinance; providing a penalty; providing for severability; and consider the ordinance on the first of two readings. The subject site is located east of the intersection of Highway 6 and F.M. 1092 (Murphy Road), southwest of Lowe's retail store.
(2) Public hearing to receive comments for or against a request for a Specific Use Permit to locate a technical and medical vocational school within a retail space located at 2651 Cartwright Road; providing a penalty; providing for severability; and consider the ordinance on the first of two readings. The subject site is located within the Quail Valley Town Center which is located at 2601 -2703 Cartwright Road, west of Cypress Point Drive.
(b) Public Hearings and related actions
(1) Public hearing to receive comments for or against a request to authorize the City of Missouri City, Texas, to participate in the Texas Enterprise Zone Program pursuant to the Texas Enterprise Zone Act, Chapter 2303, Texas Government Code, provide tax incentives, designate a liaison for communication with interested parties, and nominate Niagara Bottling, LLC, to the Office of the Governor, Economic Development and Tourism, through the Texas Economic Development Bank as an enterprise project; and consider the ordinance on the first of two readings. The subject site is located at 14532 Fairway Pines Drive, Missouri City, Texas (southwest of the intersection of Buffalo Run and Fondren Road within Reserves 30, 31, 32, 33, 34, 35, and 36 of Lakeview Business Park, a recorded subdivision in Fort Bend County, Texas).
(2) Public hearing to receive comments for or against the discontinuation and the disannexation of a 0.687-acre tract of land, located east of Big Trail Court, west of Bees Passage, and south of Sienna Ranch Road, from the municipal boundaries of the City of Missouri City, Texas; and consider the ordinance on the first of two readings.

(a) Consider appointing members to the Bond Steering Committee.
9. AUTHORIZATIONS
(a) Consider authorizing the purchase of a fire engine for Fire Station No. 5.
(b) Consider authorizing the city attorney, or her designee, to initiate civil proceedings against the property owner, or the property owner's representative, of 1261 Bluestone Drive for the enforcement of city ordinances.
(c) Consider authorizing the award of a contract for the demolition of the Quail Valley Golf Course facility.
(d) Consider authorizing an agreement for lobbyist services with Texas Government Solutions.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, authorizing the crediting of updated service credits in the Texas Municipal Retirement System for certain City of Missouri City employees who have membership in such system; providing for increased annuities for certain City of Missouri City retirees and beneficiaries of deceased retirees; providing for repeal; providing an effective date; providing for severability; and consider the ordinance on the first of two readings.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 78, Solid Waste, of the Missouri City Code; adopting rules and regulations related to solid waste franchises; providing a penalty; providing for repeal; providing for severability; and consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, amending Resolution R-00-15 adopted on June 19, 2000, granting consent to the creation of Fort Bend County Levee Improvement District No. 15; amending and restating the terms and conditions of such consent resolution to allow Fort Bend County Levee Improvement District No. 15 to issue bonds for certain road improvements and recreational facilities; providing for repeal; and providing for severability.

13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
