3. PRESENTATIONS AND RECOGNITIONS
(a) Recognition of the Thurgood Marshall High School Football team, who finished the 2012 football season as 22 4A District Champions and State Regional Finalist, with a final record of 13 - 1.
(b) Recognize Municipal Court Director Cathy Haney for receiving the "Clerk of the Year Award" from the Gulf Coast Chapter of the Texas Court Clerks Association.
(c) Recognize Public Works Streets Technician II Earnest J. Thomas on his retirement and for 21 years and 8 months of service to the City of Missouri City.

5. STAFF REPORTS
(a) Status report on the Lexington Boulevard Extension Project.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of December 3, 2012.
(b) Consider authorizing an agreement for engineering services for the design of a 1.5 million gallon clearwell at the Missouri City Regional Water Treatment Plant.
(c) Consider authorizing the Mayor to execute and the City Secretary to attest the Emergency Medical Services Housing Agreement between Fort Bend County and the City of Missouri City.
(d) Consider authorizing an agreement for the design and construction design and construction of the regional force main and lift station from Sienna Plantation to the Steep Bank/Flat Bank Creek Regional Wastewater Treatment Plant.
(e) Consider ratifying the Mayor's signing of the official plat of Sienna Village of Bees Creek Section 1A final plat.
(f) Consider authorizing the Mayor to sign the official plat of the Missouri City Fire Station No. 5 final plat.

(i) Consider authorizing an agreement for engineering services for the preliminary design and permitting of a raw water storage facility to serve the Missouri City Regional Water Treatment Plant.

2.33-acre tract of land within a recently designated Planned Development District as an assisted living facility; providing a penalty; providing for severability; and consider the ordinance on the second and final reading. (5) Public hearing to receive comments for or against proposed amendments to Section 4, Definitions, and Section 13, Sign Regulations, contained in the City of Missouri City Zoning Ordinance and pertaining to the regulation of vehicle signs; and consider the ordinance on the first of two readings.
