4. PUBLIC COMMENTS - An opportunity for the public to address Council on agenda items or concerns not on the agenda. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.

6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. (a) Consider approving the minutes of the special and regular City Council meetings of December 17, 2012.
(b) Consider authorizing staff to purchase mobile and handheld radios with 2012 Urban Area Security Initiative Grant funds.
(c) Consider approving a Community Event Participation Application for the High School Sports Live High School Girls Softball Tournament.
7. PUBLIC HEARINGS AND RELATED ACTIONS - This item is reserved for public input to the City Council regarding public hearing issues. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against proposed amendments to Section 4, Definitions, and Section 13, Sign Regulations, contained in the City of Missouri City Zoning Ordinance and pertaining to the regulation of vehicle signs; and consider the ordinance on the second and final reading.
(2) Public hearing to receive comments for or against a request to rezone approximately 432.87 acres of land from LC-2 local retail district, in part, and LC-3 retail district, in part, to PD planned development district to allow for the use of such property as a mixed use development providing for LC-3 retail district, BP business park district, and MF-2 multifamily district uses; providing a penalty; providing for severability; and consider the ordinance on the first of two readings. The subject site is located north of Trammel Fresno Road, south of Lake Olympia Parkway, east of the Olympia Estates and Vicksburg residential subdivisions, and west of the Winfield Lakes residential subdivision.
(b) Public Hearings and related actions
(1) Public hearing to receive comments for or against an amendment of the Comprehensive Plan of the City of Missouri City including a future land use and character map; and consider the ordinance on the first of two readings.

9. AUTHORIZATIONS
(a) Consider authorizing the acceptance of a drainage easement from Fort Bend Independent School District.
(b) Consider awarding a contract for the construction of Cangelosi Watershed Detention Facility improvements.
(c) Consider authorizing the execution of an agreement for lab testing services for the Cangelosi Watershed Detention Facility improvements project.
(d) Consider authorizing the execution of an agreement for engineering design services for the reconstruction of Turtle Creek Drive.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 78, Solid Waste, of the Missouri City Code; amending the rules and regulations related to solid waste collection; providing a penalty; providing for repeal; and providing for severability.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing the negotiation and execution of a lease-purchase agreement for the financing and purchase of defibrillators.
12. CITY COUNCIL ANNOUNCEMENTS
(a) Report on the City Centre at Quail Valley Grand Opening event.
(b) Report on the Missouri City New Year's Eve Gala.
13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
14. RECONVENE into Regular Session and Consider Action, if any, on items discussed in Executive Session.
