(a) Introduce Robert Upton as the City's Utilities Manager.
(b) Recognize the City of Missouri City as a 2012 Healthy at HEB Community Challenge Finalist.
4. PUBLIC COMMENTS - An opportunity for the public to address Council on agenda items or concerns not on the agenda. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
5. STAFF REPORTS
(a) Presentation on the 2012 Comprehensive Annual Financial Report.
(b) Presentation on the Quarterly Financial Report for the period ending on September 30,
2012.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of January 7, 2013.
(b) Consider accepting the 2012 Comprehensive Annual Financial Report.
(c) Consider awarding a contract for sidewalk evaluation services.
(d) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 78, Solid Waste, of the Missouri City Code; amending the rules and regulations related to solid waste collection; providing a penalty; providing for repeal; providing for severability; and consider the ordinance on the second and final reading.
7. PUBLIC HEARINGS AND RELATED ACTIONS - This item is reserved for public input to the City Council regarding public hearing issues. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to rezone approximately 432.87 acres of land from LC-2 local retail district, in part, and LC-3 retail district, in part, to PD planned development district to allow for the use of such property as a mixed use development providing for LC-3 retail district, BP business park district, and MF-2 multifamily district uses; providing a penalty; providing for severability; and consider the ordinance on the second and final reading. The subject site is located north of Trammel Fresno Road, south of Lake Olympia Parkway, east of the Olympia Estates and Vicksburg residential subdivisions, and west of the Winfield Lakes residential subdivision.
(b) Public Hearings and related actions
(1) Public hearing to receive comments for or against an amendment of the Comprehensive Plan of the City of Missouri City including a future land use and character map; and consider the ordinance on the second and final reading.
(2) Public hearing to receive comments for or against creating Reinvestment Zone No. 11 encompassing a portion of Reserve 23 and Reserve 24 in Block 3 of Lakeview Business Park located southwest of the intersection of Buffalo Run and Fondren Road in the City of Missouri City, Texas; and consider the ordinance on the second and final reading.
(1) Public hearing to receive comments for or against a request to rezone approximately 432.87 acres of land from LC-2 local retail district, in part, and LC-3 retail district, in part, to PD planned development district to allow for the use of such property as a mixed use development providing for LC-3 retail district, BP business park district, and MF-2 multifamily district uses; providing a penalty; providing for severability; and consider the ordinance on the second and final reading. The subject site is located north of Trammel Fresno Road, south of Lake Olympia Parkway, east of the Olympia Estates and Vicksburg residential subdivisions, and west of the Winfield Lakes residential subdivision.

(a) Consider authorizing the execution of a First Amendment to the Contract for Certain Residential and Municipal Solid Waste and Recyclable Materials Services between the City of Missouri City and BFI Waste Services of Texas, LP, D/B/A Republic Services of Houston.
(b) Consider authorizing the execution of a professional services agreement for bond counsel.
(c) Consider authorizing the City of Missouri City's legislative agenda for the 83rd Texas Legislature.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 26, Emergency Services, of the Missouri City Code; establishing a fee for the provision of emergency services; providing an effective date; providing for repeal; providing for severability; and consider the ordinance on the first of two readings.
(b) Consider an ordinance of the City of Missouri City, Texas, authorizing the execution of the Seventh Amendment to the Sienna Plantation Joint Development Agreement to modify the Land Use Plan Exhibit D-1c to reflect the land uses previously constructed and the relocation of future land uses in Sienna North; and consider the ordinance on the first of two readings.
