6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. (a) Consider approving the minutes of the special and regular City Council meetings of February 4, 2013.

(b) Consider authorizing the execution of a Joint Election Agreement and Contract for Election Services with Fort Bend County for the May 11, 2013 general and special elections.

(c) Consider awarding term contracts for tires.

(d) Consider an ordinance prohibiting the use of and contact with designated groundwater from beneath certain property within the City of Missouri City, Texas, to facilitate certification of a Municipal Setting Designation of the property by the Texas Commission on Environmental Quality pursuant to the Texas Health and Safety Code; providing a penalty; providing for severability; and consider the ordinance on the second and final reading.

(e) Consider authorizing the renewal of a term contract for fireworks.

(a) Consider authorizing the execution of an interlocal agreement between the City of Missouri City and Fort Bend County to allow Fort Bend County Sheriff's deputies to deploy out of the City of Missouri City Police Mini-Station and fuel patrol vehicles at the City of Missouri City fuel island with monthly reimbursement by the County.

(b) Consider awarding a contract for the construction of the City Centre at Quail Valley golf cart barn and related projects.

10. ORDINANCES

(a) Consider an ordinance of the City of Missouri City, Texas, providing for a general election to be held on May 11, 2013, for the purpose of electing single-member district councilmembers for Districts A, B, C, and D; providing for the holding of a special election to be held on the same date for the purpose of submitting to the qualified voters of the City of Missouri City certain proposed amendments to the existing City Charter; stating the subject matter of the proposed amendments to the City Charter to be voted upon at said election; providing for a joint election on May 11, 2013, with other entities contracting with Fort Bend County for this joint election; providing for election precincts and polling places; providing for repeal; providing for severability; containing other provisions relating to the subject; and consider the ordinance on the first and final reading. (a) Consider a resolution of the City Council of the City of Missouri City, Texas, supporting the legislative agenda of the Texas Coalition for Affordable Power in the Regular Session of the 83rd Texas Legislature to enhance the competitive electric market and system reliability and to protect the traditional role of cities in the regulatory process.

(b) Consider a resolution of the City Council of the City of Missouri City, Texas, approving the submission of the grant application for the Crime Victim Liaison Project to the Criminal Justice Division of the Office of the Governor through the Houston-Galveston Area Council and containing other provisions related thereto.

(c) Consider a resolution of the City Council of the City of Missouri City, Texas, approving the submission of the grant application for the purchase of two mobile video surveillance trailers to the Criminal Justice Division of the Office of the Governor through the Houston- Galveston Area Council and containing other provisions related thereto.
