(c) Proclaim March 23, 2013, from 8:30 p.m. to 9:30 p.m., as Earth Hour in the City of Missouri City.
(d) Recognize Purchasing and Risk Manager Charles Oberrender for twenty years of service to the City of Missouri City.
(e) Presentation of the City of Missouri City's 2012 year-end review.

(a) Consider an ordinance of the City of Missouri City, Texas granting to Progressive Waste Solutions of TX, Inc., a Texas corporation, the right, privilege and franchise to use the public rights-of-way to conduct a solid waste collection service business within the City of Missouri City, Texas; and consider the ordinance on the first of three readings.
(b) Consider an ordinance of the City of Missouri City, Texas granting to Waste Connections of Texas, a Delaware limited liability company, the right, privilege and franchise to use the public rights-of-way to conduct a solid waste collection service business within the City of Missouri City, Texas; and consider the ordinance on the first of three readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, adopting rules governing the investment of funds of the City of Missouri City; providing for repeal; and designating the Director of Finance to be responsible for the investment of City of Missouri City funds.
