3. PRESENTATIONS AND RECOGNITIONS

(a) Proclaim the month of April 2013 as "Autism Awareness Month" in the City of Missouri City, Texas.

(b) Recognize Samantha White for her exemplary actions during a rescue call.

(d) Recognize Police Canine Officer "Dasty" for five years of service to the City of Missouri City.

4. PUBLIC COMMENTS - An opportunity for the public to address Council on agenda items or concerns not on the agenda. 5. STAFF REPORTS

(a) Presentation of the Missouri City Police Department 2012 Year in Review.

(b) Presentation regarding the Comprehensive Plan Annual Progress Report.

6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.

(a) Consider approving the minutes of the special and regular City Council meetings of March 18, 2013.

(b) Consider authorizing the purchase of an annual subscription and maintenance services for Carteflex software.

(d) Consider authorizing Amendment No. 1 to Contract #087-13 Engineering Services for Development of Automated Travel Times - ITS Software Licenses and Programming.

7. PUBLIC HEARINGS AND RELATED ACTIONS - This item is reserved for public input to the City Council regarding public hearing issues. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.

(a) Zoning Public Hearings and Ordinances

(1) Public hearing to receive comments for or against a request pertaining to Planned Development District No. 74 to allow for the use of roofing materials on a proposed nursing home that would match the roofing material of an existing assisted living facility within PD No. 74, and consider the ordinance on the first of two readings. The subject site is located north of Hampton Drive, east of F.M. Road 1092, and south of Oyster Creek.

(2) Public hearing to receive comments for or against a proposed amendment to Section 8, PD, of Appendix A, Zoning Ordinance, of the Missouri City Code, to revise the procedures for establishing and amending planned development districts, and consider the ordinance on the first of two readings.

(a) Consider authorizing the acceptance of land from Sienna Plantation Municipal Utility District No. 1 for the Surface Water Treatment Plant.

11. RESOLUTIONS

(a) Consider a resolution of the City Council of the City of Missouri City, Texas, granting consent to First Colony Municipal Utility District No. 9 to annex certain land situated within the corporate limits of the City of Missouri City, Texas.
