2. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance will be led by the Fire and Rescue Services Department Honor Guard.

3. PRESENTATIONS AND RECOGNITIONS

(a) Administer the oath of office to Don Smith, City Council District B; Robin Elackatt, City Council District C; and Floyd Emery, City Council District D.

(b) Recognition by the Missouri City Fire and Rescue Services Department of Jennifer Longoria, Maxine Reeves and June Tomlin for their exemplary actions in saving the life of a fellow Elkins High School employee.

(d) Recognize Shad Botany, Chairman, Texas Association of REALTORS®, for his leadership in the real estate industry.

(e) Recognize Police Captain John Bailey on his retirement and for his 31 years of service to the City of Missouri City.

(f) Proclaim the week of May 19 - 25, 2013, as National Public Works Week in the City of Missouri City.

(g) Recognize the Finance Department for receiving the Distinguished Budget Presentation Award from the Government Finance Officers Association.

4. PUBLIC COMMENTS - An opportunity for the public to address Council on agenda items or concerns not on the agenda. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.

5. STAFF REPORTS

(a) Presentation on the Quarterly Investment Report for the period ending on March 31, 2013.

(b) Presentation on refinancing certain bonds to create additional savings.

6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.

(a) Consider approving the minutes of the special and regular City Council meetings of May 6,

2013.

(b) Consider authorizing the execution of an engagement letter for audit services.

(a) Consider an ordinance of the City of Missouri City, Texas, providing for a special run-off election to be held on June 15, 2013, for the purpose of electing a single-member District Councilmember, District A; providing for a joint election on June 15, 2013, to be administered by Fort Bend County; providing for election precincts and polling locations; providing for repeal; providing for severability; containing other provisions relating to the subject; and consider the ordinance on the first and final reading.
