(a) Present 2013 Golden Tree Awards to Oyster Creek Manor, Tom and Regina Nichols, and Stephen Lombara for their outstanding contributions to the city's "urban forest."
(b) Recognize exchange student Pauline Engellandt for her accomplishments throughout the 2012-2013 school year at Ridge Point High School.
4. PUBLIC COMMENTS - An opportunity for the public to address Council on agenda items or concerns not on the agenda. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.

6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. (a) Consider approving the minutes of the special and regular City Council meetings of May 20, 2013 and the minutes of the special meeting of May 29, 2013.
(b) Consider accepting a report concerning impact fees and the impact fees capital improvements plan from the Capital Improvements Advisory Committee.
7. PUBLIC HEARINGS AND RELATED ACTIONS - This item is reserved for public input to the City Council regarding public hearing issues. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to rezone approximately 30 acres of land from LC-3 retail district to MF-2 multifamily residential district and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located north of State Highway 6, south of Trammel Fresno Road, east of the Fort Bend Parkway, and west of Hightower High School.
(b) Public Hearings and related actions
(1) Public hearing to receive comments regarding a proposed ordinance of the City of Missouri City, Texas, continuing the standards of care for certain elementary-age recreation programs operated by the City of Missouri City; repealing all other ordinances or parts of ordinances in conflict herewith; providing for severability; and consider the ordinance on the first of two readings.

9. AUTHORIZATIONS
(a) Consider authorizing the execution of an interlocal agreement between the City of Missouri City and Fort Bend County for the deployment of Fort Bend County Sheriff's Office deputies from the City of Missouri City Police Mini-Station.

11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing the Mayor to execute and the City Secretary to attest a tax abatement agreement by and between the City of Missouri City, Texas, and Rich Products Corporation pertaining to certain improvements to Reserves 16 and 17 of Block 3 of the Lakeview Business Park subdivision located in Reinvestment Zone No. 12 in the City of Missouri City, Texas.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing the Mayor to execute and the City Secretary to attest a tax abatement agreement by and between the City of Missouri City, Texas, and MCRPC II, LLC pertaining to certain improvements to Reserves 16 and 17 of Block 3 of the Lakeview Business Park subdivision located in Reinvestment Zone No. 12 in the City of Missouri City, Texas.

Notice is hereby given that the City Council may go into Executive Session in accordance with the following provisions of the Government Code: Texas Government Code, Section 551.071 - Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act: prosecution of municipal code violations in municipal court. Texas Government Code, Section 551.072 - Deliberations regarding the purchase, exchange, lease or value of real property: tract for water plant facilities.
