(b) Consider awarding a contract for the construction of standby generator improvements for the animal shelter and the traffic management facility.

7. PUBLIC HEARINGS AND RELATED ACTIONS This item is reserved for public input to the City Council regarding public hearing issues. (a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to rezone approximately 30 acres of land from LC-3 retail district to MF-2 multifamily residential district and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the second and final reading. The subject site is located north of State Highway 6, south of Trammel Fresno Road, east of the Fort Bend Parkway, and west of Hightower High School.
(2) Public hearing to receive comments for or against a request to rezone approximately 6 acres of land from LC-3 retail district to PD planned development district to provide for an age-restricted multifamily residential development and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located north of Trammel Fresno Road and the Oakwick Forest residential subdivision and south of State Highway 6.
(3) Public hearing to receive comments for or against a request to amend the sign regulations contained in the specific use permit for St. Catherine of Sienna Episcopal Church and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located to the east of Waterbrook West residential subdivision and to the west of the Waterbrook residential subdivision.
(b) Public Hearings and related actions
(1) Public hearing to receive comments regarding a proposed ordinance of the City of Missouri City, Texas, continuing the standards of care for certain elementary-age recreation programs operated by the City of Missouri City; repealing all other ordinances or parts of ordinances in conflict herewith; providing for severability; and consider the ordinance on the second and final reading.
(2) Public hearing to receive comments related to the FY 2014 proposed budget; and consider an ordinance of the City of Missouri City, Texas, approving and adopting the City of Missouri City, Texas General Budget for the Fiscal Year beginning July 1, 2013, and ending June 30, 2014; making appropriations for the City for such fiscal year as reflected in said budget; including in such budget a projection for Capital Improvement Program spending; making certain findings; containing certain provisions relating to the subject; and consider the ordinance on the first and final reading.

(a) Consider an ordinance of the City of Missouri City, Texas, authorizing the issuance and sale of City of Missouri City, Texas, General Obligation Refunding Bonds, Series 2013, in the aggregate principal amount not to exceed $10,000,000; levying a tax in payment thereof; authorizing the execution and delivery of a bond purchase contract, a paying agent/registrar agreement, an officer's pricing certificate and an escrow agreement; calling certain bonds for redemption; approving the engagement of certain professionals in connection with the issuance of the bonds; finding and determining that the meeting at which this ordinance is passed is open to the public as required by law; enacting other provisions relating thereto; and consider the ordinance on the first and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 74, Parks and Recreation, of the Code of Ordinances of the City of Missouri City, Texas; amending rules regarding members of the Parks Board; providing for repeal; providing for severability; and consider the ordinance on the first of two readings.
(c) Consider an ordinance of the City of Missouri City, Texas, amending Ordinance No. O-99- 42, designating Reinvestment Zone Number One, City of Missouri City, Texas; Ordinance No. O-99-43, designating Reinvestment Zone Number Two, City of Missouri City, Texas and Ordinance No. O-07-58, designating Reinvestment Zone Number Three, City of Missouri City, Texas; amending provisions relating to the terms of the board of directors of each reinvestment zone; providing for repeal; providing for severability; and consider the ordinance on the first of two readings.
(d) Consider an ordinance of the City of Missouri City, Texas, amending the General Budget for the Fiscal Year beginning July 1, 2012, and ending June 30, 2013, transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate City Officials to take steps necessary to accomplish such transfers; making certain findings; containing certain provisions relating to the subject; and consider the ordinance on the first and final reading.
