(a) Consider approving the minutes of the special and regular City Council meetings of June 17, 2013, and the special City Council meeting of June 24, 2013.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 74, Parks and Recreation, of the Code of Ordinances of the City of Missouri City, Texas; amending rules regarding members of the Parks Board; providing for repeal; providing for severability; and consider the ordinance on the second and final reading.
(c) Consider an ordinance of the City of Missouri City, Texas, amending Ordinance No. O-99- 42, designating Reinvestment Zone Number One, City of Missouri City, Texas; Ordinance No. O-99-43, designating Reinvestment Zone Number Two, City of Missouri City, Texas, and Ordinance No. O-07-58, designating Reinvestment Zone Number Three, City of Missouri City, Texas; amending provisions relating to the terms of the board of directors of each reinvestment zone; providing for repeal; providing for severability; and consider the ordinance on the second and final reading.

(1) Public hearing to receive comments for or against a request to rezone approximately 30 acres of land from LC-3 retail district to MF-2 multifamily residential district and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the second and final reading. The subject site is located north of State Highway 6, south of Trammel Fresno Road, east of the Fort Bend Parkway, and west of Hightower High School.
(2) Public hearing to receive comments for or against a request to rezone approximately 6 acres of land from LC-3 retail district to PD planned development district to provide for an age-restricted multifamily residential development and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the second and final reading. The subject site is located north of Trammel Fresno Road and the Oakwick Forest residential subdivision and south of State Highway 6.
(3) Public hearing to receive comments for or against a request to amend the site development plan and regulations provided by Specific Use Permit No. 73 (O- 11-45) and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is the Freedom Center Church (Quail Valley Church) located at 2303 F.M. 1092, northwest of the intersection of F.M. 1092 (Murphy Road) and Cartwright Road, south of Heritage Baptist Church, and northeast of the Quail Village Townhomes residential subdivision.
(4) Public hearing to receive comments for or against a request for a Specific Use Permit-Places of Assembly and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is the existing Metropolitan Seventh Day Adventist Church, 3233 Williamsburg Lane, located northeast of the intersection of Township Lane and Williamsburg Lane, east of Walmart, and south of the Lone Star Pet Lodge.
