2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance will be led by the Missouri City Fire and Rescue Services Department Honor Guard.
3. PRESENTATIONS AND RECOGNITIONS
(a) Recognize Commissioner Bill McCrea for over twenty-four years of service to the City of Missouri City Planning and Zoning Commission.
(b) Recognize Sergeant Gerald Broussard on his retirement and for his 38 ½ years of service to the City of Missouri City.
(c) Recognize Economic Development Coordinator Bob Graf on his retirement and for his 12 years of service to the City of Missouri City.
(d) Recognize Parks Caretaker III Leo Arias on his retirement and for his 21 years of service to the City of Missouri City.
(e) Presentation of a check by the Missouri City Police & Fire Auxiliary in the amount of $12,000 to the City of Missouri City Police and Fire and Rescue Services Departments.

PUBLIC COMMENTS An opportunity for the public to address Council on agenda items or concerns not on the agenda--those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
5. STAFF REPORTS
(a) Presentation on the City's use of tax increment finance districts and tax abatements.
6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of July 1,
2013.
(b) Consider ratifying the execution of Amendment No. 1 to Agreement #088-13 for janitorial services.
(c) Consider approving the City of Missouri City Board, Committee, Commission, and Task Force Policy and Procedures.
(d) Consider authorizing the Mayor to execute the Grant Adjustment Notice (GAN) for the 2011 Urban Area Security Initiative (UASI) Grant for mobile and handheld radios.
(e) Consider approving the purchase of Panasonic Toughbook computers for certain police vehicles.
7. PUBLIC HEARINGS AND RELATED ACTIONS This item is reserved for public input to the City Council regarding public hearing issues. (1) Public hearing to receive comments for or against a request to amend the site development plan and regulations provided by Specific Use Permit No. 73 (O- 11-45) and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the second and final reading. The subject site is the Freedom Center Church (Quail Valley Church) located at 2303 F.M. 1092 (Murphy Road), northwest of the intersection of F.M. 1092 and Cartwright Road, south of Heritage Baptist Church, and northeast of the Quail Village Townhomes residential subdivision.
(2) Public hearing to receive comments for or against a request for a Specific Use Permit-Places of Assembly and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the second and final reading. The subject site is the existing Metropolitan Seventh Day Adventist Church, located at 3233 Williamsburg Lane, northeast of the intersection of Township Lane and Williamsburg Lane, east of Walmart, and south of the Lone Star Pet Lodge.

(2) Public hearing to receive comments for or against the execution of a strategic partnership agreement between the City of Missouri City, Texas, and the Sienna Plantation Municipal Utility District No. 5, and consider the execution of same.
(3) Public hearing to receive comments for or against the execution of a strategic partnership agreement between the City of Missouri City, Texas, and the Sienna Plantation Municipal Utility District No. 6, and consider the execution of same.
(4) Public hearing to receive comments for or against the execution of a strategic partnership agreement between the City of Missouri City, Texas, and the Sienna Plantation Municipal Utility District No. 7, and consider the execution of same.
(5) Public hearing to receive comments regarding the vacation, closure, and abandonment of certain segments of Pointe Lane and consider an ordinance of the City of Missouri City, Texas, finding and determining that public convenience and necessity no longer require the continued existence of certain segments of Pointe Lane; providing for the vacation, closure, and abandonment of such certain segments of Pointe Lane; containing other provisions relating to the subject; and consider the ordinance on the second and final reading.
