5. STAFF REPORTS
(a) Presentation of the Quarterly Investment Report ending on June 30, 2013.
(b) Presentation on code enforcement of certain tree violations.
6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of August 5,
2013.
(b) Consider authorizing the purchase of twelve in-car camera recording systems for the Police Department.
(c) Consider authorizing the purchase of two pickup trucks for the Public Works Streets Division.
7. PUBLIC HEARINGS AND RELATED ACTIONS This item is reserved for public input to the City Council regarding public hearing issues. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to amend the regulations provided by PD Planned Development District No. 35 to allow for the use of a telecommunications tower and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the second and final reading. The subject site is located along the west side of Sienna Parkway, and is west of the Waterbrook and Silver Ridge residential subdivisions, south of the Waterbrook West residential subdivision, and north of the Sienna Acreage Estates residential subdivision.
(b) Public Hearings and related actions
(1) Public hearing to receive comments for or against the proposed levy of assessments on the residential lots within Section 5, Lake Shore Harbour subdivision, for public improvements in Public Improvement District No. 2, and consider an ordinance levying the same on the first of two readings.

9. AUTHORIZATIONS
(a) Consider authorizing the execution of an amendment to a contract for engineering services for the development of an implementation plan for the 2011 Water and Wastewater Planning Study.
(b) Consider authorizing the execution of an amendment to a contract for engineering services for the development of a business plan for the Mustang Bayou service area.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending the General Fund budget for the fiscal year beginning July 1, 2012, and ending June 30, 2013; transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate city officials to take steps necessary to accomplish such transfers; making certain findings; and containing certain provisions relating to the subject.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, adopting an amended list of City mobility project priorities; describing the purpose of the upcoming bond election of Fort Bend County as it applies to City of Missouri City residents; and encouraging residents to vote in such election.
12. 13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code. Notice is hereby given that the City Council may go into Executive Session in accordance with the following provisions of the Government Code: Texas Government Code, Section 551.071 - Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act: housing discrimination complaint by Rhona Remy and Carlton Larocque. Texas Government Code, Section 551.087 - Deliberations regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations: industrial and manufacturing prospects.
