(a) Consider approving the minutes of the special and regular City Council meetings of August 19, 2013.
(b) Consider accepting the Quarterly Investment Report ending on June 30, 2013.
(c) Consider rejecting all proposals for sidewalk construction and repair; street construction and repair; insurance benefits consulting services; and services for emergency services cost recovery.
(d) Consider authorizing payment of unreimbursed developer advances in Reinvestment Zone Number Two, City of Missouri City, and Public Improvement District No. 2 to Vicksburg Estates, Ltd. for public improvements in Lake Shore Harbour subdivision, Sections 1, 2 and 3.
(e) Consider ratifying the execution of the agreement for Program Year 2013 Community Development Block Grant funding from the U.S. Department of Housing and Urban Development.
(f) Consider authorizing the purchase of earthen road materials through the interlocal agreement with Fort Bend County for cooperative purchasing.
(g) Consider authorizing the purchase of certain chemical road materials and services through the interlocal agreement with Fort Bend County for cooperative purchasing.
7. PUBLIC HEARINGS AND RELATED ACTIONS This item is reserved for public input to the City Council regarding public hearing issues. (a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to rezone an approximate 1 acre tract of land from LC-3 retail district to R-1 single-family residential district and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located northeast of Missouri City Middle School and E. A. Jones Elementary School, southeast of 3rd Street, southwest of Louisiana Street, west of 5th Street and Fifth Avenue Estates Residential Subdivision.
(2) Public hearing to receive comments for or against a request to amend the site development plan, elevations, regulations and restrictions pertaining to PD Planned Development District No. 66 to allow for the development of a dedicated memory care facility and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. PD #66 is located northwest of the intersection of Colonial Lakes Drive and State Highway 6, east of the Lake Colony residential subdivision, west of the Goodwill store and the Oyster Creek Plantation residential subdivision and includes the Spring Creek Barbecue restaurant, the American First National Bank and the Hampton Inn, presently under construction.
(3) Public hearing to receive comments for or against a request to rezone an approximate 4.845 acre tract of land from LC-3 retail district to PD Planned Development District to allow for the development of a self storage facility and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located south of the US Post Office on Glenn Lakes Lane, east of the Colony Lakes Residential subdivision, and west of the Murphy Express convenience store and gas station.
(b) Public Hearings and related actions
(1) Public hearing to receive comments for or against the proposed levy of assessments on the residential lots within Section 5, Lake Shore Harbour subdivision, for public improvements in Public Improvement District No. 2, and consider an ordinance levying the same on the second and final reading.

(a) Consider authorizing the renewal and the execution of an amendment of the agreement for municipal court fines and fees collection services.
