(a) Presentation on the implementation of the Traffic Management Plan.
6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of September 3, 2013.
(b) Consider accepting the Fort Bend County Tax Assessor/Collector's certification of the appraisal rolls for Fort Bend and Harris Counties and the anticipated tax collection rate for Fort Bend County.
(c) Consider authorizing the execution of a subrecipient agreement with Fifth Ward Redevelopment Corporation for owner occupied housing rehabilitation services through the United States Department of Housing and Urban Development Community Development Block Grant program.
(d) Consider authorizing the parkland dedication for The Huntington at Sienna.
7. PUBLIC HEARINGS AND RELATED ACTIONS This item is reserved for public input to the City Council regarding public hearing issues. Those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to rezone an approximate 1-acre tract of land from LC-3 retail district to R-1 single-family residential district and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the second and final reading. The subject site is located northeast of Missouri City Middle School and E. A. Jones Elementary School, southeast of 3rd Street, southwest of Louisiana Street, and west of 5th Street and Fifth Avenue Estates Residential Subdivision.
(2) Public hearing to receive comments for or against a request to rezone an approximate 4.845 acre tract of land from LC-3 retail district to PD Planned Development District to allow for the development of a self storage facility and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the second and final reading. The subject site is located south of the United States post office on Glenn Lakes Lane, east of Colony Lakes residential subdivision, and west of the Murphy Express convenience store and gas station.
(b) Public Hearings and related actions - There are no Public Hearings and related actions.

9. AUTHORIZATIONS
(a) Consider awarding a contract for storm water management program services.
(b) Consider authorizing the execution of an interlocal agreement between Fort Bend County and the cities of Rosenberg, Stafford, Sugar Land, and Missouri City relating to the Fort Bend County Pet Mega Adoption Event.
(c) Consider awarding a contract for the construction of a new 1.5 million gallon ground storage tank at the regional water treatment plant.

11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing the negotiation and execution of an advance funding agreement with the Texas Department of Transportation for construction of traffic signal and curb ramp improvements on Farm-tomarket Road 2234 (Texas Parkway) between Turtle Creek Drive and Farm-to-market Road 3345 (Cartwright).
