2. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance will be led by the Thurgood Marshall AFJROTC.

(a) The Mayor will swear-in members of the Mayor's Youth Commission.
(b) Proclaim October 7, 2013, as "World Habitat Day" in the City of Missouri City, Texas.
(c) Proclaim October 20-26, 2013, as "National Save For Retirement Week" in the City of Missouri City, Texas.
(d) Proclaim October as "National Community Planning Month" in the City of Missouri City, Texas.
(e) Recognize the best block party during the 2013 National Night Out.
(f) Presentation of a check by the Fort Bend Community Church in the amount of $2,200 to the City of Missouri City Police Department.

PUBLIC COMMENTS An opportunity for the public to address Council on agenda items or concerns not on the agenda-- those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
5. STAFF REPORTS
(a) Report on the Veterans Memorial Project.
6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items are available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of October 7, 2013.
(b) Consider granting an easement to CenterPoint Energy Houston Electric, LLC, for electrical facilities serving the City Centre at Quail Valley.
(c) Consider authorizing the submission of an application to the Houston-Galveston Area Council for a matching grant for a Livable Centers Study for the Texas Parkway, Cartwright Road, and Murphy Road corridors.
(d) Consider awarding a contract for fire fighter jumpsuits.
(e) Consider awarding a contract for fire suppressants and foam retardants.
(f) Consider awarding a contract for street construction and repair services.
(g) Consider awarding a contract for sidewalk construction and repair services.
(h) Consider awarding a contract for day labor services for the maintenance of parks.
7. PUBLIC HEARINGS AND RELATED ACTIONS This item is reserved for public input to the City Council regarding public hearing issues. (1) Public hearing to receive comments for or against a proposed ordinance amending Ordinance No. O-10-10, as amended by Ordinance No. O-11-21; amending and expanding Reinvestment Zone No. 6 to encompass Reserves 8, 9, 10, 11, 12, 13, 14, and 15 in Block 2 of Lakeview Business Park, located in the Fondren Road/Buffalo Run area in the City of Missouri City, Texas; making related findings; providing for severability; and consider the ordinance on the second and final reading.

(a) Consider awarding a for the development of a small business program and procedures.

(a) Consider an ordinance of the City of Missouri City, Texas, authorizing the crediting of updated service credits in the Texas Municipal Retirement System for certain City of Missouri City employees who have membership in such system; providing for increased annuities for certain City of Missouri City retirees and beneficiaries of deceased retirees; providing for repeal; providing an effective date; providing for severability; and consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, amending the fee schedule for utilities.
12.
