3. PRESENTATIONS AND RECOGNITIONS
(a) Recognize Juvenile Case Manager/Deputy Court Clerk Norma C. West for receiving the Distinguished Service Award from the Texas Court Clerks Association.
(b) Proclaim the week of November 4-8, 2013, as "Municipal Court Week" in Missouri City, Texas.
(c) Recognize Court Administrator Cathy Haney on her retirement and for her 13 years of service to the City of Missouri City.
(d) Recognize the Finance Department for receiving the Certificate of Achievement for Excellence in Financial Reporting award from the Government Finance Officers Association.

PUBLIC COMMENTS An opportunity for the public to address Council on agenda items or concerns not on the agenda-- those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.

6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. (a) Consider approving the minutes of the special and regular City Council meetings of October 21, 2013.
(b) Consider an ordinance of the City of Missouri City, Texas, authorizing the crediting of updated service credits in the Texas Municipal Retirement System for certain City of Missouri City employees who have membership in such system; providing for increased annuities for certain City of Missouri City retirees and beneficiaries of deceased retirees; providing for repeal; providing an effective date; providing for severability; and consider the ordinance on the second and final reading.
(c) Consider authorizing the acceptance of a drainage easement from Missouri City Venture 19 to construct the Lexington Boulevard extension project.
(d) Consider awarding a contract for cost recovery for emergency services.
(e) Consider awarding a contract for motorcycles for the Police Department.
(f) Consider awarding a contract for generator maintenance for water treatment plants.
(g) Consider authorizing a reimbursement to Walmart Stores Texas, LLC, for the traffic signal installation at Lake Shore Harbour Boulevard and Vicksburg Boulevard.
7. PUBLIC HEARINGS AND RELATED ACTIONS This item is reserved for public input to the City Council regarding public hearing issues. (a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a City initiated request to rezone an approximate .556 acre tract of land from LC-3 retail district to R-1 single-family residential district and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located northeast of Missouri City Middle School and E. A. Jones Elementary School, southeast of Third Street, southwest of Louisiana Street, and west of Fifth Street and Fifth Avenue Estates residential subdivision.
(2) Public hearing to receive comments for or against a request to rezone an approximate 2.38-acre tract of land from PD Planned Development District No. 56 to LC-3 retail district and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located west of Unity National Bank and on the northwest corner of the future intersection of Texas Parkway (F.M. 2234) and the proposed Lexington Boulevard extension.

9. AUTHORIZATIONS
(a) Consider authorizing the execution of an interlocal agreement between Fort Bend County and the City of Missouri City for fire protection services.

(a) Consider an ordinance of the City of Missouri City, Texas changing the name of Tang City Drive, Lo Yang Drive and Chang-an Drive to Dream Court, Pheasant Valley Drive and Paloma Bend respectively, and consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, casting its vote for a member of the board of directors of the Harris County Appraisal District for the twoyear term commencing on January 1, 2014; and other provisions related thereto.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing the execution of a lease agreement for a range picker between the City as Lessee, Missouri City Recreation and Leisure Local Government Corporation as Co-Lessee, and PNC Equipment Finance, LLC, as Lessor.
