3. PRESENTATIONS AND RECOGNITIONS
(a) Recognize the students from the Houston Community College Chamber of Commerce for advocating for the economic and civic interests of the community.
(b) Recognize Budget and Financial Reporting Manager Cynthia Conley on her retirement and for her 27 years of service to the City of Missouri City.
(c) Recognize Street Technician II Lyford ?Nickey' Hayes on his retirement and for his 23 years of service to the City of Missouri City.
(d) Presentation by the Texas Police Chiefs Association of the re-accreditation status for the Missouri City Police Department.
(e) Present Clean Restaurant Awards to local establishments.

PUBLIC COMMENTS An opportunity for the public to address Council on agenda items or concerns not on the agenda-- those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
5. STAFF REPORTS
(a) Presentation on the Quarterly Investment Report for the period ending on September 30,
2013.
6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items are available for public review.
(a) Consider approving the minutes of the regular City Council meeting of November 4, 2013.
(b) Consider the second and final reading of an ordinance of the City of Missouri City, Texas, to rezone an approximate .556 acre tract of land from LC-3 retail district to R-1 single-family residential district and to amend the Comprehensive Plan, as applicable. The subject site is located northeast of Missouri City Middle School and E. A. Jones Elementary School, southeast of Third Street, southwest of Louisiana Street, and west of Fifth Street and Fifth Avenue Estates residential subdivision.
(c) Consider the second and final reading of an ordinance of the City of Missouri City, Texas changing the name of Tang City Drive, Lo Yang Drive and Chang-an Drive to Dream Court, Pheasant Valley Drive and Paloma Bend, respectively.
(d) Consider authorizing the granting of an interlocal agreement between Fort Bend County and the City of Missouri City for the construction of water and wastewater facilities and the provision of water and wastewater services for Kitty Hollow Park.
(e) Consider authorizing the execution of an easement to Fort Bend County for the installation, construction, operation, maintenance, replacement, repair, upgrade, and removal of water pipelines and wastewater pipelines and related facilities for Kitty Hollow Park.
(f) Consider authorizing the purchase of two utility vehicles for the Police Department.
(g) Consider accepting the Quarterly Investment Report for the period ending on September 30,
2013.

(a) Consider authorizing the City Manager to negotiate and the Mayor to execute a contract for municipal court and alarm fines and fees collection services.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending the General Budget for the Fiscal Year beginning July 1, 2013, and ending June 30, 2014; transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate city officials to take steps necessary to accomplish such transfers; making certain findings; containing certain provisions relating to the subject; and consider the ordinance on the first and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, authorizing the execution of the Ninth Amendment to the Sienna Plantation Joint Development Agreement to modify the approximate allocations of residential and commercial land uses in Tract D of Sienna North and the applicable exhibit; and consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, casting its vote for the election of a member of the Fort Bend Central Appraisal District Board of Directors for the two- year term commencing on January 1, 2014 and containing other provisions related thereto.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing the Mayor to execute and the City Secretary to attest an agreement between Sienna Plantation Municipal Utility District No. 1 and the City of Missouri City, Texas, for the transfer of a wastewater treatment plant permit and reserved wastewater treatment plant capacity.
