5. STAFF REPORTS
(a) Presentation of the recommendations of the Bond Exploratory Committee.
(b) Presentation on the Fiscal Year 2013 Comprehensive Annual Financial Report (CAFR).
(d) Presentation on the Chinese Delegation visit to Missouri City.
6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items are available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of November 18, 2013.
(b) Consider the second and final reading of an ordinance of the City of Missouri City, Texas, authorizing the execution of the Ninth Amendment to the Sienna Plantation Joint Development Agreement to modify the approximate allocations of residential and commercial land uses in Tract D of Sienna North and the applicable exhibit.
(c) Consider accepting the Fiscal Year 2013 Comprehensive Annual Financial Report (CAFR).
(d) Consider authorizing the City Manager to execute Change Order No. 2 to Contract #183-11 for engineering design services for the extension of Hurricane Lane.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to rezone an approximate 22.184-acre tract of land from LC-2 local retail district, in part, and
LC-3 retail district, in part, to R-2 single-family residential district and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located north and east of Colony Lakes residential subdivision, west of Olympia Center retail shopping center, northwest of Oilfield Road, and southwest of State Highway 6.
(2) Public hearing to receive comments for or against a request for a Specific Use Permit-Places of Assembly and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located north of Watts Plantation Road, north of the Estates of Silver Ridge residential subdivision and west of Knights Road.
(3) Public hearing to receive comments for or against a request to amend the regulations and restrictions pertaining to PD Planned Development District No. 55 to allow for outdoor storage and to amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located north of the Tamlyn building, south of Stafford Road and east of Pike Road at the city limits of the City of Missouri City, Texas.
(4) Public hearing to receive comments for or against a proposed amendment to Section 4, Definitions, and Section 7, Use Districts, of Appendix A, Zoning Ordinance, of the Missouri City Code, to provide rules and regulations relating to pawnshops, and consider the ordinance on the first of two readings.
(5) Public hearing to receive comments for or against a proposed amendment to Section 4, Definitions, Section 9, Supplementary District Regulations, and Section 15, Specific Use Permits, of Appendix A, Zoning Ordinance, of the Missouri City Code, to provide rules and regulations relating to credit access businesses, and consider the ordinance on the first of two readings.

8. APPOINTMENTS
(a) Consider appointing members to the Transportation Policy Council and the Technical Advisory Committee for the Houston-Galveston Area Council.
(b) Consider appointing members to the board of directors for each tax increment reinvestment zone.
9. AUTHORIZATIONS
(a) Consider authorizing the execution of an Interlocal Agreement for Regional Road Improvements for the extension of Vicksburg Boulevard among Fort Bend County; the City of Missouri City, Reinvestment Zone Number Two; City of Missouri City; Missouri City Development Authority; Fort Bend County Municipal Utility District No. 47 and Fort Bend County Municipal Utility District No. 48.

11. RESOLUTIONS
(a) Consider a resolution authorizing the publication of the notice of intention to issue City of Missouri City, Texas Certificates of Obligation in a principal amount not to exceed $1,200,000 for the purchase of a fire truck and any items related thereto and for the payment of contractual obligations for professional services; authorizing the distribution of a Preliminary Official Statement related to such Certificates; and containing other provisions relating thereto.
(b) Consider a resolution adopting a bicycle and pedestrian mobility plan.
(c) Consider a resolution selecting a representative and an alternate to the Houston-Galveston Area Council 2014 General Assembly and selecting a representative and an alternate to the Houston-Galveston Area Council 2014 Board of Directors.
