PUBLIC COMMENTS An opportunity for the public to address Council on agenda items or concerns not on the agenda-- those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
5. STAFF REPORTS
(a) Report on the Texas Department of Transportation FM 2234/Texas Parkway widening project.
(b) Presentation of the quarterly investment report for the period ending on December 31,
2013.
6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of January 6, 2014.
(b) Consider the second and final reading of an ordinance amending Chapter 18, Businesses, of the Missouri City Code; amending the rules and regulations related to food service regulations; and providing a penalty.
(c) Consider the second and final reading of an ordinance amending Chapter 18, Businesses, of the Missouri City Code; amending rules and regulations for metal recycling and crafted precious metal dealers; and providing a penalty.
(d) Consider accepting a report concerning impact fees and the impact fees capital improvements plan from the Capital Improvements Advisory Committee.
(e) Consider awarding a contract for pavement markings supplies and installation services.
(f) Consider awarding a contract for records management software maintenance.
(g) Consider accepting the quarterly investment report for the period ending on December 31,
2013.
(h) Consider approving of Section 7.8, Section 3 Policy, of the Policies and Procedures for the Community Development Block Grant Program.

(b) Consider authorizing staff to represent the City of Missouri City's interests at the next 2014 meeting of the Brightwater Commercial Development Maintenance Association, Inc.

11. RESOLUTIONS
(a) Consider a resolution adopting a schedule of fees for metal recycling and crafted precious metal dealer permits.
