(a) Introduce Prentice Armstead as the City's Homeowners Association Liaison/Community Relations Coordinator and Cory Stottlemyer as the City's Media Relations Specialist.
6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of January 21, 2014.
(b) Consider accepting the quarterly investment report for the period ending on December 31,
2013.
(c) Consider approving the purchase of fire house equipment and supplies.
(d) Consider awarding a contract for optimization services for the regional water treatment plant membranes.
(e) Consider authorizing the purchase of a defibrillator.

(1) Public hearing to receive comments for or against a request to grant a specific use permit for a place of assembly for the development of a private school within a 2.71- acre tract located in an LC-2, local retail district. The subject site is located north of Cartwright Road, south of Plantation Creek residential subdivision and west of Plantation Park residential subdivision.

(a) Consider an ordinance authorizing the issuance and sale of City of Missouri City, Texas, General Obligation Bonds Series 2014, in the aggregate principal amount not to exceed $1,740,000 for certain transportation and public facility improvements; levying a tax in payment thereof; awarding the sale thereof; authorizing the execution and delivery of a paying agent/registrar agreement; approving the official statement; approving the engagement of certain professionals in connection with the issuance of the bonds; and enacting other provisions related thereto.
(b) Consider an ordinance authorizing the issuance and sale of City of Missouri City Combination and Tax Revenue Certificates of Obligation Series 2014 in the aggregate principal amount of $990,000 for the purchase of a fire truck; levying a tax in payment thereof; awarding the sale thereof; authorizing the execution and delivery of a paying agent/registrar agreement; approving the official statement; confirming the engagement of professionals in connection with the issuance of the certificates; and enacting other provisions related thereto.

(a) Consider a resolution adopting rules governing the investment of city funds.
