There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. (a) Consider approving the minutes of the regular City Council meeting of February 3, 2014.
(b) Consider the second and final reading of an ordinance to grant a specific use permit for a place of assembly for the development of a private school within a 2.71-acre tract located in an LC-2, local retail district. The subject site is located north of Cartwright Road, south of Plantation Creek residential subdivision and west of Plantation Park residential subdivision.
(c) Consider rejecting all responses to Request for Proposal #031-14 Insurance Benefits Consulting Services.
(d) Consider authorizing the execution of the Joint Election Agreement and Contract for Election Services with Fort Bend County for the May 10, 2014 general and special elections.

(a) Consider authorizing the execution of an agreement for engineering design services for Intelligent Transportation System Phase II.
(b) Consider authorizing the city attorney, or her designee, to initiate civil proceedings against the property owner, or the property owner's representative, of 1839 Ripple Creek Drive for the enforcement of city ordinances.
10. ORDINANCES/ORDENANZAS
(a) Consider an ordinance amending Chapter 42, Floodplain Management, and Chapter 14, Building and Building Regulations, of the Missouri City Code; amending the basis for establishing areas of special flood hazard and adding an abatement procedure; providing a penalty; providing an effective date; and consider the ordinance on the first of two readings.
(b) Consider an ordinance providing for a general election to be held on May 10, 2014, for the purpose of electing a mayor and two at-large councilmembers; providing for a special election to be held on the same date for the purpose of submitting to the qualified voters of the City of Missouri City certain propositions for the issuance of general obligation bonds for various public improvement purposes; providing for a joint election on May 10, 2014; contracting with Fort Bend County for such joint election and election services; providing for election precincts and polling places; containing other provisions relating to the subject; and consider the ordinance on the first and final reading.
(b) Considerar una ordenanza que estipula una elección general a llevarse a cabo el 10 de mayo de 2014, con el propósito de elegir un alcalde y dos miembros generales del Concejo Municipal; que también estipula una elección especial a llevarse a cabo en la misma fecha con el propósito de presentar a los votantes calificados de la Ciudad de Missouri City ciertas propuestas para la emisión de bonos de obligación general para la realización de varias mejoras públicas; que también estipula una elección conjunta el 10 de mayo de 2014 con otras entidades que celebren contrato con el Condado de Fort Bend para esta elección conjunta; que también estipula los distritos electorales y centros de votación, y que contiene otras estipulaciones relacionadas con el tema; y considerar la ordenanza en primera y ultima lectura.

(a) Consider a resolution granting consent to the Fort Bend County Municipal Utility District No. 46 to annex certain land situated in the City.
(b) Consider a resolution granting consent to the Fort Bend County Municipal Utility District No. 26 to issue refunding bonds.
(c) Consider a resolution approving the submission of the grant application for the Crime Victim Liaison Project to the Criminal Justice Division of the Office of the Governor through the Houston-Galveston Area Council and containing other provisions related thereto.
(d) Consider a resolution approving the submission of the grant application for the purchase of police vehicle cameras to the Criminal Justice Division of the Office of the Governor through the Houston-Galveston Area Council and containing other provisions related thereto.
