2. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance will be led by the Elkins High School Air Force JROTC.
3. PRESENTATIONS AND RECOGNITIONS
(a) Report from Silvia Tiller-Jackson, President of Suburban Houston - Fort Bend Alumnae Chapter of Delta Sigma Theta Sorority, Inc., regarding the Violence Against Women Act.
(b) Proclaim the week of March 2 - 8, 2014, as "Severe Weather Awareness Week" in Missouri City, Texas.
(c) Recognize the Code Enforcement Division Team and City and Fort Bend County staff for receiving the Code Enforcement Association of Texas Community Service Award for the work at 1261 Bluestone.
(d) Recognize the Streets, Drainage and Traffic Control Division Team for receiving two awards from the Texas Public Works Association in Field Excellence and for In-House Project of the Year.
4. PUBLIC COMMENTS An opportunity for the public to address Council on agenda items or concerns not on the agenda-- those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
5. STAFF REPORTS
(a) Presentation on the purchasing policy small business review report.
6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of February 17, 2014.
(b) Consider the second and final reading of an ordinance amending Chapter 42, Floodplain Management, and Chapter 14, Building and Building Regulations, of the Missouri City Code; amending the basis for establishing areas of special flood hazard and adding an abatement procedure; providing a penalty; and providing an effective date.
(c) Consider authorizing the purchase of handheld radios, mobile radios and consolettes with 2013 Urban Areas Security Initiative (UASI) grant funds.
(d) Consider awarding a term contract for drainage ditch cleaning and excavation.
(e) Consider awarding a term contract for decomposed granite.
(f) Consider awarding a term contract for soil, sand and mulch.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to rezone an approximate 86.57 acre tract of land from R-1 single family residential district to PD Planned Development district to allow for the use of private water and wastewater treatment and disposal systems for the development of one single-family dwelling and accessory structures; amend the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located north of the Westpoint Estates and Oyster Creek Country residential subdivisions, south of the Estates of Silver Ridge residential subdivision and east of Black Creek Village residential subdivision.
(2) Public hearing to receive comments for or against a proposed amendment to Section 12, Parking Regulations, of Appendix A, Zoning Ordinance, of the Missouri City Code, to provide rules and regulations relating to parking motor vehicles behind the front building line in certain residential districts and consider the ordinance on the first of two readings.

(a) Consider an ordinance amending Chapter 58, Motor Vehicles and Traffic, of the Missouri City Code; amending rules and regulations regarding motor-assisted scooters; providing a penalty; and consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution electing to participate in tax abatement and establishing guidelines and criteria governing tax abatement agreements by the City.
(b) Consider a resolution granting consent to Thunderbird Utility District to annex certain land situated in the City.
(c) Consider a resolution granting consent to Harris County Water Control and Improvement District-Fondren Road to issue refunding bonds at a private sale.
