3. PRESENTATIONS AND RECOGNITIONS
(a) Present the quarterly Golden Tree Award to Arms of Love Learning Academy, for demonstrating enhanced landscaping around their Missouri City business.
(b) Proclaim the month of May 2014 as "Fair Housing Month" in the City of Missouri City, Texas.
(c) Recognize Girl Scout Daisy (Troop 157002) for initiating a beneficial insect release around the trees and flower beds at City Hall.
4. PUBLIC COMMENTS An opportunity for the public to address Council on agenda items or concerns not on the agenda-- those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
5. STAFF REPORTS
(a) Presentation of the Quarterly Financial Report ending on March 31, 2014.
6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of April 7,
2014.
(b) Consider the second and final reading of an ordinance regarding the rezoning an approximate 0.4744-acre tract of land from LC-3 retail district to PD Planned Development District to facilitate the development of a new building for an insurance company; to allow for uses permitted within an LC-3 retail district; and to amend the Comprehensive Plan, as applicable. The subject site is located north of Third Street, east of Texas Parkway, south of Highway 90A and west of Orchard Street.
(c) Consider approving the amended Section 7.7, Housing Rehabilitation Policy, of the Policies and Procedures for the Community Development Block Grant program.
(d) Consider granting the Electric Distribution Easement to Centerpoint Energy Houston Electric, LLC at the Regional Water Treatment Plant.

9. AUTHORIZATIONS
(a) Consider authorizing the Mayor to execute the First Amended and Restated Interlocal Project Agreement among Fort Bend County, Sienna Plantation Management District and the City of Missouri City for maintenance of traffic signals within Sienna Plantation.
(b) Consider authorizing the Mayor to execute an interlocal agreement for construction of levee improvements, connector ramps, and regional water treatment facility site improvements.
(c) Consider authorizing the Mayor to execute and the City Secretary to attest an interlocal agreement between Fort Bend County, the City of Missouri City, Fort Bend County Municipal Utility District No. 47, and Fort Bend County Municipal Utility District No. 48 for the construction and maintenance of a regional trailway from Kitty Hollow Park to the Vicksburg residential subdivision.
(d) Consider authorizing and ratifying a lease for mobile wireless data processing systems for the Police Department.

11. RESOLUTIONS
(a) Consider a resolution approving the submission of the grant application for an Automobile Burglary and Theft Prevention Task Force to the Texas Department of Motor Vehicles Automobile Burglary and Theft Prevention Authority Office and containing other provisions related thereto.
(b) Consider a resolution adopting a policy for the procurement of auditor services.
12.
