3. PRESENTATIONS AND RECOGNITIONS
(a) Recognize Synthia and Juan Muñiz for their heroic efforts in assisting a Missouri City police officer after an accident on February 19, 2014.
(b) Recognize Thurgood Marshall High School Library Media Specialist Yvonne G. Jackson, for her contributions to the community.
(c) Proclaim the week of June 16-22, 2014, as Juneteenth Week in the City of Missouri City, Texas.

PUBLIC COMMENTS An opportunity for the public to address Council on agenda items or concerns not on the agenda-- those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.

6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of June 2,
2014.
(b) Consider the second and final reading of an ordinance amending Chapter 82, Subdivisions, of the Missouri City Code; amending rules and regulations regarding the submission of subdivision plans and plats; removing regulations relating to development plats; and providing a penalty.
(c) Consider the second and final reading of an ordinance adding a new Chapter 33, Fair Housing, of the Missouri City Code; providing rules and regulations regarding fair housing.
(d) Consider accepting a report concerning impact fees and the capital improvements plan from the Capital Improvements Advisory Committee.
(e) Consider awarding a term contract for employee assistance program services.
(f) Consider declaring an exemption to the competitive bidding laws and authorize the execution of a contract between the City of Missouri City, Texas, and Liebert Services to purchase maintenance services for the emergency uninterrupted power supply systems located at City Hall, Public Safety Headquarters, and the Emergency Operations Center.

(1) Public hearing to receive comments related to the FY 2015 proposed budget; and consider an ordinance approving and adopting the City of Missouri City, Texas General Budget for the Fiscal Year beginning July 1, 2014, and ending June 30, 2015; making appropriations for the City for such fiscal year as reflected in said budget; including in such budget a projection for Capital Improvement Program spending; making certain findings; containing certain provisions relating to the subject; and consider the ordinance on the first and final reading.

9. AUTHORIZATIONS
(a) Consider authorizing the award of a contract for the construction of Lexington Boulevard.
(b) Consider ratification of the May 19, 2014 Mayor Pro Tem election. In the event ratification fails, consider electing a Mayor Pro Tem.
10. ORDINANCES
(a) Consider an ordinance amending the General Budget for the Fiscal Year beginning July 1, 2013, and ending June 30, 2014, transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate city officials to take steps necessary to accomplish such transfers; making certain findings; containing certain provisions relating to the subject; and consider the ordinance on the first and final reading.
11. RESOLUTIONS
(a) Consider a resolution authorizing the execution of a tax abatement agreement between the City of Missouri City, Texas, and Kobelco Welding of America Inc. pertaining to certain improvements to an approximately 5.4676-acre tract of land located in Reinvestment Zone No. 13 in the City of Missouri City, Texas.
(b) Consider a resolution approving the submission of the Community Oriented Policing Services Hiring Program grant application to the Department of Justice; and containing other provisions related thereto.
(c) Consider a resolution authorizing the execution of the mutual aid agreement between the government entities within the Gulf Coast State Planning Region and the City of Missouri City, Texas, allowing for better coordination and resource utilization during disasters.
12.
